CALL TO ORDER Chair Owen called the meeting to order 10:22 A.M. 2. ROLL CALL All Commissioners present, with the exception of Commissioner Downey. Present 4 - Commissioner Stephen Burke, Commissioner Phil Olsen, Commissioner Diane Test, and Commissioner Jeffrey Owen Absent 1 - Commissioner Wayne Downey Ph. D 3. STATEMENTS OF ABSTENTION None. 4. STUDY SESSION 4.1 REVIEW OF FY 2020/21 PROPOSED HOUSING AUTHORITY BUDGET The Housing Authority’s annual budget process runs concurrently with the City’s process from January through June each year and consists of two study sessions and the budget hearings. The Housing Authority held a study session at the January 27, 2020 meeting to provide direction and hear public commentary on the FY 2020/21 budget. The Authority will review the proposed FY 2020/21 budget at study session today. Budget hearings will be held on June 22, 2020 where the Authority will be asked to approve the budget for FY 2020/21 before it goes to the City Council for final approval later that week. Dave Gouin, Housing and Community Services Director and Kate Goldfine, Housing and Community Services Administrative Services Officer, presented and answered Commissioner questions. 5. This item was received and filed. 9.2 UPDATED INCOME GUIDELINES, AFFORDABLE HOUSING PROGRAM RENTS, MAXIMUM SALES PRICE CHARTS, AND UTILITY ALLOWANCES - Provided for information. Attachments: 2020.06.03.Memo to HA Guidelines & Attachments David Gouin, Housing and Community Services Director, Megan Basinger, Housing and Community Services Manager, and Rebecca Lane, Housing and Community Services Manager, gave a report on updated income guidelines, affordable housing program rents, maximum sales price charts, and utility allowances and answered Commissioner questions. This item was received and filed. 10. CONSENT ITEMS Approval of the Consent Agenda A motion was made by Commissioner Burke, seconded by Commissioner Olsen, to waive reading of the text and adopt Consent Items. The motion carried by the following vote: 10.1 RESOLUTION - RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ROSA APPROPRIATING ADDITIONAL HOUSING CHOICE VOUCHER ADMINISTRATIVE FEE FUNDING ALLOCATED TO THE HOUSING AUTHORITY UNDER THE CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY (CARES) ACT RECOMMENDATION: It is recommended by the Housing & Community Services Department that the Housing Authority, by resolution, appropriate additional housing choice voucher administrative fee funding allocated to the City under the Coronavirus Aid, Relief, and Economic Security (CARES) Act.
