1. CALL TO ORDER
Chair Owen called the meeting to order at 1:48PM.
2. ROLL CALL
Present 4 - Chair Jeffrey Owen, Vice Chair Diane Test, Commissioner Phil Olsen,
and Commissioner Stephen Burke
Absent 1 - Commissioner Wayne Downey Ph. D

5. PUBLIC COMMENTS (ON NON-AGENDA ITEMS)
Duane Dewitt gave commendation to the city's efforts to build more
affordable housing. He lamented that city meetings are not
accessible to people in the Roseland Creek area who do not have
the Internet and believes it shuts them out from being able to offer
suggestions. He believes that due to his community having a lack of
voice in city meetings they have been subjected to more affordable
housing being inequitably steered toward their neighborhood. He
offered commendations for David Gouin and praise for the Cannery
and Hearn affordable housing projects.

the proclamation and offered commendation to David Gouin.

PUBLIC COMMENT:
Mark Krug discussed his background in researching funding through
Burbank Housing. He commended David Gouin for the culture of
cooperation he has created in obtaining funding sources. He
commented upon the complexities involved obtaining funding
sources and how important David Gouin's activity in creating a
cooperative culture has been. He gave commendation to David
Gouin's steady leadership during his time as Executive Director of
Housing.

A motion was made by Vice Chair Test, seconded by Commissioner Burke,
to waive reading of the text and adopt Consent Items. The motion carried
by the following vote:

Commissioner Burke

11.1 RESOLUTION - ALLOCATION OF 15 ADDITIONAL ARTICLE XXXIV
UNITS FOR CANNERY AT RAILROAD SQUARE AND AN
AMENDMENT TO THE REGULATORY AGREEMENT INCREASING
THE NUMBER OF AFFORDABLE UNITS FROM 113 TO 128 UNITS
AND ADJUSTING THE INCOME ALLOCATIONS
RECOMMENDATION: It is recommended by the Housing and
Community Services Department that the Housing Authority, by
resolution, approve an additional allocation of fifteen (15) Article XXXIV
units for the Cannery at Railroad Square an 129-unit affordable housing
project, located at 3 W. Third Street, and approve an amendment to the
Regulatory Agreement increasing the number of affordable units from
113 to 128 units and adjusting the income allocations.

ARTICLE XXXIV UNITS FOR HEARN VETERANS VILLAGE PHASE 2
RECOMMENDATION: It is recommended by the Housing and
Community Services Department that the Housing Authority, by
resolution, approve an additional allocation of eight (8) Article XXXIV
units for the Hearn Veterans Village Phase 2 an 32-unit affordable
permanent supportive housing project, located at 2149 West Hearn
Avenue, and approve an amendment to the Regulatory Agreement
increasing the number of affordable units from 23 to 31 units.
