1. CALL TO ORDER
Chair Test called the meeting to order at 1PM.
2. ROLL CALL

3. ANNOUNCEMENT OF CLOSED SESSION ITEMS
Chair Test announced the Closed Session.
3.1 CONFERENCE WITH REAL PROPERTY NEGOTIATOR

4. ANNOUNCEMENT OF ROLL CALL
Steven Brown, Recording Secretary, verified all Commissioners
were still in attendance after the closed session.
5. REPORT, IF ANY, ON CLOSED SESSION
Ashle Crocker, Assistant City Attorney, reported out that the Housing
Authority met to discuss the potential lease terms for the SW
Community Health Center and gave direction to the real estate
negotiator to commence with negotiations.
6. STATEMENTS OF ABSTENTION
Commissioner Burke stated that he will be abstaining from item
12.1.

Approved as submitted.
9. CHAIRMAN/ COMMISSIONER REPORTS
Chair Test commented upon the monthly Mayor's Meeting.
Megan Basinger, Director Housing and Community Services,
clarified new additions to the City Website.
Commissioner Downey commented about inviting the City Manager
to a Housing Authority meeting in the future.
Commissioner Rawhouser commented about the City website
updates.

provided information regarding the Housing Pipeline update,
promotions within the Housing and Community Services Department
and answered Commissioner questions.

12.1 RESOLUTION - APPROVING A CLERICAL CORRECTION TO
RESOLUTION 1739, CONDITIONAL FUNDING COMMITMENT TO
PEP HOUSING FOR VIGIL LIGHT APARTMENTS - CONTINUED
FROM THE AUGUST 22, 2022, REGULAR MEETING
RECOMMENDATION: It is recommended by the Housing and
Community Services Department that the Housing Authority, by two
resolutions, 1) rescind Resolution No. 1739 which approved a
conditional commitment of loan funds in the amount of $2,220,000 for
Vigil Light Apartments; and 2) adopt a revised resolution to replace
Resolution No. 1739 to consistently represent the conditional
commitment of loan funds as $2,220,000 to PEP Housing for Vigil Light
Apartments.
A motion was made by Vice Chair Owen, seconded by Commissioner
LaPenna,to waive reading of the text and adopt:
RESOLUTION NO. 1745 ENTITLED: RESOLUTION OF THE HOUSING
AUTHORITY OF THE CITY OF SANTA ROSA RESCINDING RESOLUTION
NO. 1739 TO CONSISTENTLY REPRESENT THE AWARD AS $2,220,000 TO
PEP HOUSING FOR VIGIL LIGHT APARTMENTS
RESOLUTION NO. 1746 ENTITLED: RESOLUTION OF THE HOUSING
AUTHORITY OF THE CITY OF SANTA ROSA APPROVING A CONDITIONAL
COMMITMENT OF LOAN FUNDS IN THE AMOUNT OF $2,220,000 TO
PETALUMA ECUMENICAL PROPERTIES DBA PEP HOUSING FOR
PRESERVATION AND REHABILITATION RELATED COSTS FOR VIGIL
LIGHT APARTMENTS, 1940 LONG DRIVE, SANTA ROSA, CALIFORNIA;
APNS 181-190-001 AND 181-220-046.
The motion carried by the following vote:
Yes: 6 - Chair Test, Vice Chair Owen, Commissioner Downey Ph. D,
Commissioner LaPenna, Commissioner McWhorter and
Commissioner Rawhouser

14. STUDY SESSION
Megan Basinger, Director Housing and Community Services,
introduced item 14.1.
14.1 HOUSING AUTHORITY PLANNING DAY
The Housing Authority and Housing and Community Services staff, in
their shared interest of serving the communities of Santa Rosa
adequately, will hold a study session to review their roles and
responsibilities and identify strategies to meet future housing needs
within the City.
Megan Basinger, Director Housing and Community Services,
provided information regarding the goals of the Housing Authority
and answered Commissioner questions.
Serena Lienau, Administrative Services Officer, led a conversation
with the Housing Authority Commissioners regarding their thoughts
about the future of the commission.
Public Comments:
Calum Weeks from Generation Housing commended the Housing
Authority upon the discussion that was held during the Planning Day.
15. ADJOURNMENT
Seeing no further business, Chair Test adjourned the meeting at
3:45PM.
