CALL TO ORDER Chair Cisco called the meeting to order at 4:00 p.m. 2. ROLL CALL Present 6 - Commissioner Patti Cisco, Commissioner Vicki Duggan, Commissioner Curtis Groninga, Commissioner Julian Peterson, Commissioner Karen Weeks, and Commissioner Akash Kalia Absent 1 - Chair Casey Edmondson 3. APPROVAL OF MINUTES 3.1 January 11, 2018. Regular Minutes. Approved as submitted. 3.2 January 25, 2018. Regular Minutes. Approved as submitted. 4. PUBLIC COMMENTS Duane Dewitt spoke regarding the expanding Santa Rosa population and affective community engagement. 5. PLANNING COMMISSIONERS' REPORT None. 6. DEPARTMENT REPORTS Presented by Clare Hartman, Planning Deputy Director. 7. STATEMENTS OF ABSTENTION BY COMMISSIONERS None. 8. PUBLIC HEARINGS 8.1* MONTGOMERY CREEK SUBDIVISION EXTENSION - EXTENSION REQUEST - 4743 MONTGOMERY DR - PRJ17-066 & EXT16-0039 City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Planning Commission Regular Meeting Minutes - Final February 8, 2018 BACKGROUND: This is a request for two 12-month time extensions for the previously approved Montgomery Creek Tentative Map, which will extend the expiration date to November 8, 2018. The approved project will subdivide a 1.15-acre parcel into 6 individual residential lots, construct five new detached single-family residences, and will retain the existing home. Chair Cisco opened and closed the public hearing at 4:13 p.m. A motion was made by Board Member Duggan, seconded by Board Member Groninga,to waive reading of the text and adopt: RESOLUTION NO. 11876 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA GRANTING A ONE-YEAR EXTENSION OF TIME FOR THE PREVIOUSLY APPROVED MONTGOMERY CREEK SUBDIVISION TENTATIVE MAP LOCATED AT 4743 MONTGOMERY DRIVE, ACCESSOR’S PARCEL NO. 031-140-023; FILE NO. REZ17-013 BACKGROUND: The proposed Text Amendment would add Chapter 20-16, Resilient City Development Measures, to the Zoning Code to address housing needs and economic development within the City following the Tubbs and Nuns fires of October 2017. Jessica Jones, Supervising Planner. Chair Cisco opened the Public Hearing at 4:48 p.m. Curt Nichols spoke in support of the amendment with conditions. Shawn Hermosillo spoke regarding ADU and hosted rental benefits. Charles Metz spoke regarding ban on short term ADU use restrictions. Brian Ling spoke in regards to the amendment Chair Cisco closed the Public Hearing at 5:01 p.m. A motion was made by Board Member Duggan, seconded by Board Member Groninga,to waive reading of the text and adopt as amended: RESOLUTION NO. 11878 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA RECOMMENDING TO CITY COUNCIL APPROVAL OF AN ORDINANCE ADDING ZONING CODE CHAPTER 20-16, RESILIENT CITY DEVELOPMENT MEASURES, ADDRESS HOUSING NEEDS AND ECONOMIC DEVELOPMENT WITHIN THE CITY OF SANTA ROSA FOLLOWING THE TUBBS AND NUNS FIRES OF OCTOBER 2017 - FILE NUMBER REZ17-013.
