CALL TO ORDER Chair Cisco called the meeting to order at 4:00 p.m. 2. ROLL CALL Present 7 - Chair Patti Cisco, Vice Chair Karen Weeks, Commissioner Charles Carter, Commissioner Vicki Duggan, Commissioner Akash Kalia, Commissioner Jeff Okrepkie, and Commissioner Julian Peterson 3. PUBLIC COMMENTS Cat Wags spoke regarding business regulations and staff suggested contacting planning@srcity.org 5. PLANNING COMMISSIONERS' REPORT None. 6. STUDY SESSION 8.1 PUBLIC HEARING - GENERAL PLAN ANNUAL REVIEW BACKGROUND: The General Plan Annual Review will provide an overview of progress made in 2019 toward achieving General Plan goals, policies, and implementation measures. In accordance with City Code requirements, an annual report on the Growth Management and Inclusionary Housing Ordinances will be provided. The Commission will also be presented with a housing needs and initiatives review, a summary of homelessness services and housing assistance programs, and a General Plan 2050 status update. Chair Cisco opened and closed the Public Hearing (Note, a caller for item 10.1 was permitted to speak and Chair Cisco summarized their comments during item 10.1's Public Hearing). Chair Cisco recessed the meeting at 5:50 p.m and reconvened the meeting at 6:00 p.m. 9. PUBLIC HEARINGS 10.1* PUBLIC HEARING - WOODGATE GLEN PUD SECURITY FENCE INSTALLATION, ZONE VARIANCE AND MINOR CONDITIONAL USE PERMIT - 400 GATE WAY - PRJ19-023 (ZV19-002, CUP19-048) BACKGROUND: Install an 8' high ornamental steel security fence and gate along the southerly/westerly boundary of the Woodgate Glen PUD adjacent to the Irwin Creek swale. The proposed project would both replace existing fencing and install new fencing adjacent to the creek swale embankment, within the required 30-foot creek setback area. Chair Cisco opened the Public Hearing at 6:38 p.m. Chair Cisco added the caller from item 8.1 into the record Jan Story spoke in support of the project. Larry Heiman spoke in opposition to the project. Brent Smith spoke regarding the project. Dania Garza spoke regarding the project. Chair Cisco closed the Public Hearing at 6:48 p.m. Peter Walls, Applicant representative, addressed the concerns raised during the Public hearing. Staff responded to Commissioner inquiries. City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Planning Commission Regular Meeting Minutes - Final July 9, 2020 A motion was made by Commissioner Duggan, seconded by Commissioner Kalia, to waive reading of the text and adopt: RESOLUTION NO. 12017 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA APPROVING A RESIDENTIAL FENCE MINOR CONDITIONAL USE PERMIT TO ALLOW THE EIGHT (8) FOOT TALL DECORATIVE WROUGHT IRON SECURITY FENCE FOR THE PROPERTY LOCATED AT 400 GATE WAY, SANTA ROSA, APNs: 146-160-049, 146160-050, 146-170-056, 146-170-057. The motion carried by the following vote: Yes: 7 - Chair Cisco, Vice Chair Weeks, Commissioner Carter, Commissioner Duggan, Commissioner Kalia, Commissioner Okrepkie and Commissioner Peterson A motion was made by Commissioner Duggan, seconded by Commissioner Kalia, to waive reading of the text and adopt: RESOLUTION NO. 12018 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA APPROVING A ZONING VARIANCE TO ALLOW AN ENCROACHMENT OF 30-FEET INTO THE REQUIRED 30-FOOT CREEKSIDE SETBACK FOR AN 8-FT. TALL DECORATIVE WROUGHT IRON SECURITY FENCE ALONG THE SOUTHERN PROPERTY LINE (I.E., THE NORTHERN EMBANKMENT OF IRWIN CREEK) AT 400 GATE WAY, ASSESSOR’S PARCEL NOS. 146-160-049, 146-160-050, 146-170-056, 146170-057; FILE NUMBER ZV19-002. The motion carried by the following vote: Yes: 7 - Chair Cisco, Vice Chair Weeks, Commissioner Carter, Commissioner Duggan, Commissioner Kalia, Commissioner Okrepkie and Commissioner Peterson 11.
