CALL TO ORDER AND ROLL CALL Chair Weeks called the meeting to order at 4:30 p.m. Present 7 - Chair Karen Weeks, Vice Chair Vicki Duggan, Commissioner Charles Carter, Commissioner Patti Cisco, Commissioner Jeffrey Holton, Commissioner Julian Peterson, and Commissioner Terrence Sanders 2. APPROVAL OF MINUTES 2.2 June 8, 2023 - Draft Minutes Approved as submitted. 3. PUBLIC COMMENTS Cliff Wigham made a comment about rezoning issues in the Roberts District. 4. COMMISSION BUSINESS 4.1 STATEMENT OF PURPOSE Chair Weeks read aloud the Statement of Purpose. 4.2 COMMISSIONER REPORTS Commissioner Carter reported about the Subdivision Committee meeting. Chair Weeks reported about the City Council meeting. 4.3 OTHER (i.e. VICE CHAIR ELECTION, NEW MEMBER INTRODUCTIONS) None. 5. DEPARTMENT REPORTS Staff Liasion Jones reported. 6. CONSENT ITEMS None. 8. REPORT ITEMS 8.1 REPORT - HOUSE SANTA ROSA BACKGROUND: The House Santa Rosa project is a grant-funded initiative to facilitate the production of housing in the City of Santa Rosa. The purpose the Report is for the Commission to provide feedback to the House Santa Rosa team and interested citizens as to the work that has been performed so far, and identify areas for improvement. PRESENTED BY: Conor McKay Planner McKay made a presentation. Staff responded to Board Member inquiries. Chair Weeks opened the public comment period at 5:18 p.m. Gregory Fearon offered suggestions and supports the House Santa Rosa project. He continued to comment, advocating for a strong user group to make the tool more user friendly. Chair Weeks closed the public comment period at 5:22 p.m. Commissioners provided comments and feedback. Chair Weeks closed item 8.1 and called for a recess at 5:26 p.m. Commissioner Sanders left the meeting at 5:26 p.m. Chair Weeks reconvened the meeting at 5:28 p.m. 9. PUBLIC HEARINGS 9.1* PUBLIC HEARING - FIR RIDGE MEADOWS EXEMPT PROJECT - City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Planning Commission Regular Meeting Minutes - Final July 13, 2023 PLANNING PROJECT - 0 FIR RIDGE DR - PRJ23-001 BACKGROUND: Proposed Tentative Parcel Map and Hillside Development Permit to allow the creation of 13 parcels, with the construction of 13 single-family, detached dwellings on a 3.82-acres portion of a 6.03-acre parcel. PRESENTED BY: Kristinae Toomians Ex Parte Disclosures: None. Planner Toomians made a presentation. Staff responded to Commissioner inquiries. Applicant Christopherson-Bolton gave an introduction of the applicant team. Chair Weeks opened the public hearing at 5:48 p.m. Natalie Manning commented on the importance of the Heritage trees on the lot and asked questions in regards to the trees. She also expressed concerns about the bird species and asked questions about construction. Gregory Fearon commented on the history of the project. Debbie Mies commented on the traffic in the area. Greg Marcarelli asked questions about construction of the project. Chair Weeks closed the public hearing at 6:02 p.m. Staff and Applicant representatives responded to Commissioner and public comment inquiries. PC-2023-018 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA APPROVING A HILLSIDE DEVELOPMENT PERMIT FOR FIR RIDGE MEADOWS FOR THE PROPERTY LOCATED AT 3700 FIR RIDGE DRIVE SANTA ROSA, APN: 173-620-030, FILE NO. PRJ23-001 (MAJ23-001 & HDP23-001) The motion carried by the following vote: Yes: 6 - Chair Weeks, Vice Chair Duggan, Commissioner Carter, Commissioner Cisco, Commissioner Holton and Commissioner Peterson Recused: 1 - Commissioner Sanders A motion was made by Commissioner Holton, seconded by Vice Chair Duggan, to waive reading of the text and adopt: RESOLUTION NO. PC-2023-019 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA APPROVING THE FIR RIDGE MEADOWS TENTATIVE MAP LOCATED AT 3700 FIR RIDGE DRIVE, ASSESSOR’S PARCEL NUMBER 173-620-030 - FILE NUMBER PRJ23-001 (HDP23-001 & MAJ23-001) The motion carried by the following vote: Yes: 6 - Chair Weeks, Vice Chair Duggan, Commissioner Carter, Commissioner Cisco, Commissioner Holton and Commissioner Peterson Recused: 1 - Commissioner Sanders 10.
