CALL TO ORDER AND ROLL CALL Chair Weeks called the meeting to order at 4:30 P.M. Present 7 - Chair Karen Weeks, Vice Chair Vicki Duggan, Commissioner Charles Carter, Commissioner Patti Cisco, Commissioner Jeffrey Holton, Commissioner Julian Peterson, and Commissioner Terrence Sanders 2. APPROVAL OF MINUTES 2.1 September 14, 2023 - Draft Minutes Approved as submitted. 2.2 September 28, 2023 - Draft Minutes Approved as submitted. 3. PUBLIC COMMENTS Duane Dewitt commented about how to help Downtown Santa Rosa. He also commented on the Paulin Creek Reserve and how it can revitalize Downtown Santa Rosa. 4. COMMISSION BUSINESS 4.1 STATEMENT OF PURPOSE Chair Weeks read aloud the Statement of Purpose. 4.2 COMMISSIONER REPORTS None. 4.3 OTHER (i.e. VICE CHAIR ELECTION, NEW MEMBER INTRODUCTIONS) None. 5. DEPARTMENT REPORTS Staff Liaison Jones reported. 6. PUBLIC HEARINGS 9.1* PUBLIC HEARING - 7-ELEVEN SALE OF BEER AND WINE FOR OFF-SITE CONSUMPTION - CONDITIONAL USE PERMIT - 136 COLLEGE AVENUE - CUP22-052 (CONTINUED FROM AUGUST 24, 2023) BACKGROUND: 7-Eleven is requesting a Condition Use Permit for the sale of beer and wine for off-site consumption. The project is exempt from the California Environmental Quality Act (CEQA). PRESENTED BY: Susie Murray, Supervising Planner Ex Parte Disclosures: Commissioner Sanders disclosed he spoke to people in the neighborhood. Vice Chair Duggan disclosed she watched the August 24, 2023 meeting video a couple times and took notes, reviewed the materials and had a brief conversation with Denise Hill who wrote a letter provided in the agenda packet. Chair Weeks gave background information about the meeting on August 24, 2023 and explained the item was continued due to a split vote. Planner Murray presented. Applicant representatives made a presentation. Chair Weeks re-opened and closed the public hearing at 4:55 P.M. A motion was made by Commissioner Carter, seconded by Commissioner Peterson, to waive reading of the text and adopt: RESOLUTION NO. PC-2023-023 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA MAKING FINDINGS AND DETERMINATIONS AND APPROVING A CONDITIONAL USE PERMIT TO ALLOW 7-ELEVEN, AN EXISTING CONVENIENCE STORE AT 136 COLLEGE AVENUE, TO SELL BEER AND WINE FOR OFFSITE CONSUMPTION - CITY FILE NO. CUP22-052 The motion carried by the following vote: Yes: 5 - Chair Weeks, Vice Chair Duggan, Commissioner Carter, Commissioner Holton and Commissioner Peterson No: 2 - Commissioner Cisco and Commissioner Sanders 10.
