CALL TO ORDER AND ROLL CALL Chair Weeks called the meeting to order at 4:31 p.m. Present 7 - Chair Karen Weeks, Vice Chair Vicki Duggan, Commissioner Charles Carter, Commissioner Patti Cisco, Commissioner Miles Horton, Commissioner Aaron Pardo, and Commissioner Terrence Sanders 2. REMOTE PARTICIPATION UNDER AB 2449 (IF NEEDED) None. 3. APPROVAL OF MINUTES 3.1 Draft Minutes - April 10, 2025. Approved as submitted. There were no public comments. 4. PUBLIC COMMENTS Chair Weeks opened public comment at 3:32 pm. Janice Carmen made comments on Commissioner Sanders appointment to the Planning Commission. Chair Weeks closed public comment at 3:35 p.m. 5. COMMISSION BUSINESS 5.1 STATEMENT OF PURPOSE Chair Weeks read aloud the Statement of Purpose. PUBLIC HEARINGS 11.1 PUBLIC HEARING - SANTA ROSA GENERAL PLAN 2050 FINAL EIR, GENERAL PLAN 2050 AND SPECIFIC PLAN AMENDMENTS BACKGROUND: The Final Environmental Impact Report (FEIR) evaluates the potential impacts of the General Plan 2050, including the Greenhouse Gas Reduction Strategy, the General Plan Errata, and associated Specific Plan Amendments, together referred to as the “Project”. An EIR is intended to inform decision-makers and the general public of the potential significant environmental impacts of a proposed Project. The EIR also considers the availability of mitigation measures to minimize significant impacts and evaluates reasonable alternatives to City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Planning Commission Regular Meeting Minutes - Final April 24, 2025 the proposed Project. Santa Rosa’s General Plan plays the foundational role in regulating land use in the city; it is the top-level planning document, providing direction for all zoning regulations, ordinances, guidelines, and area or specific plans. The General Plan 2050 Final EIR has been available for a 10-day review period prior to the Planning Commission making a recommendation regarding certification. The proposed General Plan 2050, including the Communitywide Greenhouse Gas Reduction Strategy, the General Plan 2050 Errata, and the associated Specific Plan Amendments, have also been available for a 10-day period prior to the Planning Commission making a recommendation regarding adoption of the Project. RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the Planning Commission, by two resolutions, recommend to the City Council 1) certification of the Final Environmental Impact Report (FEIR) and approval of the Statement of Overriding Considerations, Findings of Fact, and Mitigation Monitoring and Reporting Program; and 2) adoption of General Plan 2050 and associated Specific Plan amendments. Supervising Planner Nicholson, Senior Planner Woltering, and Project Manager Terry McKracken from Placeworks presented. Chair Weeks opened the Public Hearing at 5:22 p.m. Ken McNab spoke support of the item. Pheena Borenson spoke in support of the item. Ray Morgan spoke on housing and parking. Chair Weeks closed the public hearing at 5:29 p.m. Staff and Consultant representatives responded to Commissioner questions. Commissioners provided comments and feedback. PC-RES-2025-008 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA RECOMMENDING CERTIFICATION OF THE FINAL ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE GENERAL PLAN 2050 AND ADOPTION OF THE CEQA FINDINGS OF FACT, MITIGATION MONITORING AND REPORTING PROGRAM, AND STATEMENT OF OVERRIDING CONSIDERATIONS - FILE NUMBER PLN25-0093. The motion carried by the following vote: amendments. Yes: 7 - Chair Weeks, Vice Chair Duggan, Commissioner Carter, Commissioner Cisco, Commissioner Horton, Commissioner Pardo and Commissioner Sanders A motion was made by Commissioner Cisco, seconded by Vice Chair Duggan, to waive reading of the text and adopt RESOLUTION NO: PC-RES-2025-009 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA RECOMMENDING TO THE CITY COUNCIL ADOPTION OF THE GENERAL PLAN 2050 AND SPECIFIC PLAN AMENDMENTS - FILE NUMBER - PLN25-0093. The motion carried by the following vote: Yes: 7 - Chair Weeks, Vice Chair Duggan, Commissioner Carter, Commissioner Cisco, Commissioner Horton, Commissioner Pardo and Commissioner Sanders 12.
