1. CALL TO ORDER AND ROLL CALL
Chair Weeks called the meeting to order at 4:30 p.m.
Present 5 - Chair Karen Weeks, Vice Chair Vicki Duggan, Commissioner Charles
Carter, Commissioner Patti Cisco, and Commissioner Miles Horton
Absent 2 - Commissioner Aaron Pardo, and Commissioner Terrence Sanders

May 8, 2025 - Draft Minutes
Approval of May 8, 2025 minutes will continue to the next scheduled
Planning Commission Meeting.

5.1 STATEMENT OF PURPOSE
Chair Weeks read aloud the Statement of Purpose.

Chair Weeks reported on the Appeal of the Elm Tree Station to
City Council on August 19th as well as the Merit Awards.

8.1 PRESENTATION - FEMA FLOOD RISK MAPPING PROJECT
BACKGROUND: The Federal Emergency Management Agency, FEMA,
is responsible for mapping the country’s flood risk and helping
communities develop strategies for improving resiliency. FEMA has
identified the Santa Roda Creek Watershed for map update.

Jimmy Bliss, Chief Building Official

PUBLIC HEARING - FISCAL YEAR 2025-2026 CAPITAL
IMPROVEMENT PROGRAM CONSISTENCY WITH THE CITY OF
SANTA ROSA GENERAL PLAN 2050
BACKGROUND: Government Code Section 65401 requires that the
Planning Commission review public projects associated with the City’s
Capital Improvement Program (CIP) each year for consistency with the
General Plan. There are 18 new projects to be evaluated as part of the
2025-2026 CIP.

RECOMMENDATION: The Planning and Economic Development
Department recommends that the Planning Commission, by resolution,
find that the 18 new projects included in the fiscal year 2025-2026
Capital Improvement Program are consistent with the City of Santa
Rosa General Plan 2050.

Chair Weeks opened and closed the Public Hearing at 5:09 p.m.
A motion was made by Commissioner Cisco, seconded by Vice Chair
Duggan, to waive reading of the text and adopt
RESOLUTION NO. PC-RES-2025-011 ENTITLED: RESOLUTION OF THE
PLANNING COMMISSION OF THE CITY OF SANTA ROSA FINDING THAT
THE 18 NEW PROJECTS INCLUDED IN THE FISCAL YEAR 2025–2026

The Planning Commission is charged with carrying out the California
Planning and Zoning Laws in the City of Santa Rosa. Duties include
implementing of plans, ordinances and policies relating to land use
matters; assisting in writing and implementing the General Plan and area
plans; holding public hearings and acting on proposed changes to the
Zoning Code, Zoning Map, General Plan, tentative subdivision maps, and
undertaking special planning studies as needed.
