CALL TO ORDER AND ROLL CALL Recording Secretary Chaffin called the meeting to order at 12:35 p.m. Board member Rabbitt arrived at 12:38 p.m. Present 5 - Board Member Chris Coursey, Board Member Victoria Fleming, Board Member Hugh Futrell, Board Member David Rabbitt, and Board Member Chris Rogers Absent 1 - Board Member Caroline Judy A motion was made by Board Member Coursey, seconded by Board Member Rogers to elect Board Member Fleming as the Chair Pro Tem. NEW BUSINESS 4.1 INTRODUCTION TO THE EIFD FORMATION TEAM - Introduction to the City-County staff, financial advisors and legal counsel involved in the potential EIFD formation process. Chair pro tem Fleming asked for pause in presentation to do a round table of introductions. 4.2 DOWNTOWN EIFD FORMATION ELEMENTS AND PROJECT TIMELINE - Introduction and discussion of State Code EIFD formation requirements, and the proposed project timeline including public meeting and public hearing schedule. PRESENTED BY: Raissa De La Rosa, Deputy Director, Economic Development No action will be taken except for possible direction to staff. Deputy Director of Economic Development De La Rosa presented. Staff responded to Board Member inquiries. 4.3 SELECTION OF JOINT PUBLIC MEMBER APPOINTEE - Discuss joint member appointment process and identify next steps. PRESENTED BY: Daryel Dunston, Assistant City Manager No action will be taken except for possible direction to staff. Assistant City Manager Dunston presented. Chair Pro Tem Fleming opened and closed public comment on items 4.1 through 4.3. 4.4 PUBLIC FINANCING AUTHORITY BYLAWS - Introduction and discussion of proposed bylaws outlining the board’s powers, responsibilities, and procedures for how the board will operate. Planning and Economic Development Director Hartman offered suggestions for upcoming meeting dates. Staff responded to Board Member inquiries. Staff and Board Members agreed to a special meeting on October 19, 2023 and a regular meeting on November 14, 2023. 5.
