CALL TO ORDER AND ROLL CALL Chair Mike Prinz (for Bennett Horenstein) called the meeting to order at 8:09 a.m. Members Present: Mary Grace Pawson, City of Rohnert Park Mike Thompson, SCWA Craig Scott, City of Cotati Henry Mikus, City of Sebastopol City of Santa Rosa Staff Present: Kimberly Zunino, Deputy Director - Utilities Administration Mike Prinz, Deputy Director - Utilities Operations Rita Miller, Deputy Director - Environmental Services Emma Walton, Deputy Director - Engineering Services Roberta Atha, Administrative Analyst Fred Sarra, Recording Secretary, Administrative Secretary Public Present: None 2. APPROVAL OF MINUTES Minutes for the April 12, 2018 Special Meeting of the Subregional Wastewater Technical Advisory Committe were approved by a unanimous vote. 3. ANNOUNCEMENTS None 4. NEW BUSINESS 5.1 SUBREGIONAL CIP UPDATE Emma Walton, Deputy Director Engineering Resources, provided an update to the TAC regarding Water Department related Capital Improvement Projects. Presentation included description of the newly created division, and examples of CIP projects they will be evaluating. Discussions included the Geysers system maintenance, UV system upgrade, and flood wall. Hazard mediation grants and the focus on long term infrastructure replacement. 5.2 FINANCIAL UPDATE Kimberly Zunino, Deputy Director Utilities Administration, provided an update to the TAC regarding financial standing of the department. Department will present bond refunding to BPU/Council and update TAC with results. City consulting with Bob Reed's group on future financial model. No planned rate increase this year. City wants to see data before selecting future CIP projects. Ongoing discussions with Ag Users on existing and expiring contracts. Budget planning is starting. Line by line analysis over last five years to ensure fiscal spending. 5.3 REGULATORY UPDATE Rita Miller, Deputy Director Environmental Services, provided the TAC with an update regarding the Environmental Services Division over the previous six months. Digester gas was released on 8/17 and a settlement agreement was reached with the Air Quality Board. Discharge permit renewal upcoming and Staff will propose changes in monitoring and handling of Phosphorus given results of our Blue Ribbon Panel. Three meetings are set to discuss options. Department working with R.P. to submit compiled Article 22 report. 5.4 OPERATIONS UPDATE Mike Prinz, Deputy Director Utilities Operations, provided the TAC with an operational update and Power Point presentation. Discussed cost of leak repair and lifespan of components common in the system. Plant preparing for upcoming wet season and increased flows. 6.
