5.1 PRESENTATION - RECOMMENDATION FOR WASTEWATER
REVENUE BOND, SERIES 2020A AND REFUNDING WASTEWATER
REVENUE BOND, SERIES 2012A

Kimberly Zunino, Deputy Director Water Administration discussed bond funding to
be acquired for the replacement of the ultraviolet disinfection system. Sarah
Hollenbeck from Public Financial Management presented market conditions and
opportunity for financing capital projects. Sarah discussed Bond series 2020A and
2020B which are proposed to finance capital projects. The bonds are expected to
be priced mid-November and close in early December 2020. Actions will be
presented to City Council to authorize City staff and third-party professionals to
execute transactions. It is requested by the City of Santa Rosa Water staff and the
Subregional Advisory Committee by motion to move the recommendation forward
to The City of Santa Rosa Board of Public Utilities and City Council for the approval
of the proposed bond series 2020A for funds to be used for the ultraviolet
disinfection system replacement project and 2020B the advanced refunding of the
outstanding series 2012A.
A motion was made by Committee Member Mikus, seconded by Committee
Member Thompson, approved the staff recommendation as presented. The
motion carried by the following vote:

5.2 PRESENTATION - UPDATE ON REGIONAL ORGANICS
PROCESSING FACILITY

Emma Walton, Deputy Director Regional Water Reuse Operations gave a
summary of the regional organics facility and gave an update on the current
progress of the facility. In 2019, the City of Santa Rosa executed an exclusive
negotiation agreement with Renewable Sonoma with the preferred location at the

City of Santa Rosa biosolids composting facility creating the need for a new
location for the City of Santa Rosa’s biosolids. In March 2020, the Board of Public
Utilities approved a contract for the City of Santa Rosa to process the remaining
biosolids with Lystek. The last load of biosolids compost was sold May of 2020.
The City of Santa Rosa and Zero Waste Sonoma are working toward
pre-development agreements with Renewable Sonoma. Renewable Sonoma will
present to the Zero Waste Sonoma Board on November 18th, 2020.

Sean McNeil, Deputy Director Environmental Services discussed updates of the
Environmental Services Division. The City of Santa Rosa Environmental Services
Division recently enrolled under the recycled water new general order. The Lab in
the Environmental Services Division just acquired a new Gas Chromatograph
Mass Spectrophotometer instrument for water quality testing as required under the
Environmental Services Division permit. Additionally, the Environmental Services
Division has a new NPDES Permit as of October 1st, 2020 and required in this
permit is the requirement to update local limits. Local limits were completed in July
of 2019. The City of Santa Rosa adopted the limits and also included the new EPA
dental program in November 2019.
Emma Walton, Deputy Director Water Reuse Operations gave an update of the
Regional Operations Division. Emma discussed current recycled water deliveries
distribution to the geysers, agricultural users, urban users, city farmers, storage.
She discussed current projects going on in the division which include the Delta
Pond levee repair, replacement of administration building chillers and climate
control upgrades, digester 2 roof repair, and Delta pond incline pump repair.
6. ADJOURNMENT
There being no further business to come before the Santa Rosa Subregional
Wastewater Technical Advisory Committee, the meeting adjourned at 9:11 a.m in
memory of Daryl Clark, Santa Rosa Water staff member. The next regular meeting will
occur on February 11, 2021 at 8:00 a.m.
