APPROVAL OF MINUTES 2.1 Minutes Approval: October 8, 2020 - Regular meeting minutes. ANNOUNCEMENTS NONE. 4. PUBLIC COMMENTS NONE. 5. NEW BUSINESS 5.1 PRESENTATION - CATASTROPHIC RESERVE AND FY 2021/22 BUDGET UPDATE Lori Urbanek, Deputy Director Engineering Resources Nick Harvey, Administrative Analyst Attachments: Presentation.pdf Lori Urbanek presented on the 2021/2022 Catastrophic Reserve Draft Report. The City hired GHD to update prior catastrophic reserve reports and provide recommendations for the regional water reserve and the Laguna Treatment Plant. The draft report evaluated the cost of repair in the event of a major earthquake. Ms. Urbanek discussed planning services and emergency repairs to provide basic service in the event of a catastrophic incident. Nick Harvey gave an update on the 2020A & 2020B bond issuances and an overview of the 2019/2020 debt service projections. Mr. Harvey discussed the FY 2021/2022 CIP, FY 2021/2022 budget process, and the debt service contribution. A summary of the catastrophic reserve , current regional reserves, and target balances was provided. 5.2 PRESENTATION - PHOSPHORUS, PFAS, PATHOGENS, AND THE SALT AND NUTRIENT MANAGEMENT PLAN - THE NEW PERMIT COMPLIANCE PLAN Sean McNeil, Deputy Director Environmental Services Attachments: Presentation.pdf Sean McNeil discussed the new special studies and limits in the new NPDES permit. He shared that compliance with the phosphorous limit will be met with the option of using the Water Quality Trading Framework. Mr. McNeil reported on the timeline for the Salt and Nutrient Management Plan, the Pathogen Special Study, the Engineering Evaluation of Recycled Water Storage Ponds and discharge City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Subregional Wastewater Technical Regular Meeting Minutes - Final February 11, 2021 Advisory Committee outfalls, the need for another Local Limits Study and Sewer Use Ordinance Evaluation. An update was given on the Disaster Preparedness Assessment report & Action Plan to identify control measures needed to protect the plants infrastructure. Mr. McNeil also provided an update of PFAS &PFOA special sampling protocols ordered by the State Water Resources Control Board and discussed the sampling being done by staff at the Laguna Treatment Plant. An update was given regarding the Laguna Treatment Plant Environmental Lab which is replacing aging instruments over time and has most recently replaced its outdated Gas Chromatograph Mass Spectrometer Instrument. 5.3 PRESENTATION - REGIONAL OPERATIONS UPDATE Emma Walton, Deputy Director Regional Water Reuse Operations Attachments: Presentation.pdf Emma Walton gave an update on the 2020 recycled water deliveries and discussed the 2021 recycled water availability. Ms. Walton reported on current and upcoming projects, including the emergency generators radiator replacement, the geysers expansion joints replacement, and the disinfection and diversion improvements. An update was given on the potential Regional Organics processing facility. 6. ADJOURNMENT There being no further business to come before the Santa Rosa Subregional Wastewater Technical Advisory Committee, the meeting adjourned at 9:24am. The next regular meeting will be on March 11, 2021 at 8am.
