(Virtual) 1. CALL TO ORDER AND ROLL CALL Jennifer Burke, Chair called the meeting to order at 8:03am. Sonoma Water joined at 8:06am. ANNOUNCEMENTS Henry Mikus City of Sebastopol has retired as of January 2021. Joe Gaffney will be filling in as Committee Member at the Subregional Technical Advisory Committee Meetings until City of Sebastopol finds a permanent replacement. 4. PUBLIC COMMENTS NONE. 5. NEW BUSINESS 5.1 PRESENTATION - REVIEW OF PRELIMINARY FY2021/22 O&M, DEBT SERVICE AND CIP BUDGET AND ALLOCATIONS Kimberly Zunino, Deputy Director Water Administration Lori Urbanek, Deputy Director Engineering Resources Attachments: Presentation.pdf Kimberly Zunino presented the Fiscal Year 2020-2021 Budget and gave an overview of annual flows and Operations and Maintenance (O&M) projects. Ms. Zunino discussed budget reduction measures, and provided an overview of the 5 year Capital Improvement Program. Ms. Zunino provided an overview of estimated regional miscellaneous revenue and information on the refund reserve.Committee Members agreed to hold a Special Subregional Technical Advisory Committee meeting to further discuss the amount of fund balances each Subregional Partner wants to contribute. Lori Urbanek gave a summary of the 20-year Capital Improvement Program. Ms. Urbanek discussed the 20-Year spending needs for the Regional Water Reuse System. City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Subregional Wastewater Technical Regular Meeting Minutes - Final March 11, 2021 Advisory Committee Tonya Mokvyts presented the 2021-2022 proposed CIP Regional project highlights including: emergency generator fuel tank replacement, Laguna Treatment Plant electrical infrastructure replacement, aeration basin and aeration header improvements, and maintenance building roof improvement. 5.2 PRESENTATION - REGIONAL OPERATIONS DIVISION UPDATE Emma Walton, Deputy Director Regional Water Reuse Operations Attachments: Presentation.pdf Emma Walton gave an update on Regional Operations. Ms. Walton presented information on recycled water production, and recycled water storage averages, current recycled water storage, and production for the year. Due to the current shortage of rain fall, Ms. Walton discussed recycled water availability impacts to operations. 5.3 PRESENTATION - SUMMARY OF THE TRUCKED WASTE PROGRAM Sean McNeil, Deputy Director Environmental Services Attachments: Presentation.pdf Sean McNeil gave a summary of the Laguna Treatment Plant’s Truck Waste Program. Mr. McNeil discussed the details of the program including waste types accepted, wastehauler permitting, regulations, sampling, and the program variability. Mr. McNeil summarized the benefits of the program, its impacts to the Laguna Treatment Plant, and discussed the future of the program. 6. ADJOURNMENT There being no further business to come before the Santa Rosa Subregional Wastewater Technical Advisory Committee, the meeting adjourned at 9:37am. The next special meeting will be on March 29, 2021 at 10:30am.
