PUBLIC COMMENTS This is the time when any person may address matters not listed on this agenda, but which are within the subject matter of the jurisdiction. The public may comment on agenda items when the item is called. Each speaker is allowed three minutes. 3. COMMITTEE BUSINESS 3.1 STATEMENT OF PURPOSE The role of the Waterways Advisory Committee is to review development projects, both public and private, that are located adjacent to creeks and City of Santa Rosa Special Meeting Notice and Agenda Page 2 of 3 Waterways Advisory Committee - FINAL DECEMBER 16, 2021 waterways for consistency with the goals, policies and regulations for creekside development identified in the Santa Rosa General Plan, Zoning Code, Design Guidelines and Citywide Creek Master Plan. While the Committee does not take formal action on projects, it does provide advisory comments to the decision-making body. All development projects located adjacent to a creek or waterway are required to be reviewed by the WAC prior to proceeding through the entitlement process. 3.2 COMMITTEE REPORTS 4. SCHEDULED ITEMS 5.1 AT&T Telecommunication Facility BACKGROUND: Major Use Permit and Major Design Review applications to allow a new 60-foot-tall wireless communications antenna, along with a supporting equipment shelter, and backup diesel generator, located at 2400 Bluebell Drive. If approved, the two existing structures would be removed. Required entitlements include a minor Conditional Use Permit and Design Review. This item is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15378 as there is no action being taken (not a project).
