CALL TO ORDER AND ROLL CALL Chair Rabinowitsh called the meeting to order at 9:03 a.m. Present 7 - Chair Steve Rabinowitsh, Vice Chair Arthur Deicke, Committee Member Victoria Liptak, Committee Member Mark Neely, Committee Member Carole Quandt, Committee Member Terrence Sanders, and Council Member Kevin Sea 2. APPROVAL OF MINUTES 2.1 July 27, 2023 - Draft Minutes Approved as submitted. 3. PUBLIC COMMENTS Chair Rabinowitsh opened and closed public comment at 9:07a.m. 4. COMMITTEE BUSINESS 4.1 STATEMENT OF PURPOSE Chair Rabinowitsh read aloud the Statement of Purpose. 4.2 COMMITTEE REPORTS Committee Members reported. 5. DEPARTMENT REPORTS 5.1 PED REPORTS Staff Murray reported. 5.2 WATER DEPARTMENT REPORTS Staff Myers reported. 5.3 SONOMA WATER DEPARTMENT REPORTS None. SCHEDULED ITEMS 6.1 PUBLIC HEARING - SANTA ROSA ACTIVE TRANSPORTATION PLAN UPDATE BACKGROUND: The Santa Rosa Transportation and Public Works Department is conducting an update to the 2018 Bicycle and Pedestrian Master Plan, to be renamed the Active Transportation Plan. The Bicycle and Pedestrian Advisory Board will be the guiding advisory body for the Active Transportation Plan. It is anticipated that the Plan will be adopted by the City Council in the Spring of 2025. The item is exempt from the California Environmental Quality Act (CEQA). PRESENTED BY: Torina Wilson, Transportation Planner Project Planner Wilson presented. Chair Rabinowitsh opened and closed the Public Comment at 10:18 a.m. Staff responded to Committee Member inquiries. The meeting went into Recess at 10:12 a.m. and Reconvened at 10:18 a.m. 6.2 PUBLIC HEARING - FEMA FLOOD RISK MAPPING PROJECT BACKGROUND: The Federal Emergency Management Agency, FEMA, is responsible for mapping the country’s flood risk and helping communities develop strategies for improving resiliency. FEMA has identified the Santa Rosa Creek Watershed for a map update. PRESENTED BY: Sheila Wolski, City Planner Staff Myers reported. Director Osburn reported. PUBLIC COMMENTS This is the time when any person may address matters not listed on this agenda, but which are within the subject matter of the jurisdiction. The public may comment on agenda items when the item is called. Each speaker is allowed three minutes. 4. COMMITTEE BUSINESS 4.1 STATEMENT OF PURPOSE The role of the Waterways Advisory Committee is to review development projects, both public and private, that are located adjacent to creeks and City of Santa Rosa Regular Meeting Agenda and Summary Report Page 2 of 3 Waterways Advisory Committee - FINAL MARCH 28, 2024 waterways for consistency with the goals, policies and regulations for creekside development identified in the Santa Rosa General Plan, Zoning Code, Design Guidelines and Citywide Creek Master Plan. While the Committee does not take formal action on projects, it does provide advisory comments to the decision-making body. All development projects located adjacent to a creek or waterway are required to be reviewed by the WAC prior to proceeding through the entitlement process. 4.2 COMMITTEE REPORTS 5. DEPARTMENT REPORTS This time is reserved for City staff to provide a briefing on issues of interest.
