CALL TO ORDER AND ROLL CALL Vice Chair Deicke called the meeting to order at 9:01 a.m. Present 5 - Vice Chair Arthur Deicke, Committee Member Victoria Liptak, Committee Member Mark Neely, Committee Member Carole Quandt, and Council Member Kevin Sea Absent 2 - Chair Steve Rabinowitsh, and Committee Member Terrence Sanders 2. APPROVAL OF MINUTES 2.1 March 28, 2024 - Draft Minutes Approved as submitted. 3. PUBLIC COMMENTS Vice Chair Deicke opened and closed Public Comment at 9:02 a.m. 4. COMMITTEE BUSINESS 4.1 STATEMENT OF PURPOSE Vice Chair Deicke read aloud the Statement of Purpose. 4.2 COMMITTEE REPORTS None. 5. DEPARTMENT REPORTS 5.1 PLANNING AND ECONOMIC DEVELOPMENT REPORTS Staff Liaison Murray reported. 5.2 WATER DEPARTMENT REPORTS 5.21 Creek Stewardship Update PRESENTED BY: Kellen Johnston, Environmental Specialist, and Kyle Spongberg, Creek Stewardship Coordinator City of Santa Rosa Regular Meeting Minutes Page 2 of 2 Waterways Advisory Committee Regular Meeting Minutes - Final May 23, 2024 Staff Spongberg presented. Staff Johnston presented. 5.3 SONOMA WATER DEPARTMENT REPORTS None. 6. SCHEDULED ITEMS 6.1 CERTIFICATE OF MODIFICATION REQUEST FOR 4301 & 4500 FISTOR DRIVE BACKGROUND: Proposal to modify the side setback for Lots 1 and 45 of the Fistor Subdivision Final Map, recorded on September 15, 1975, by aligning the building setback line with the Scenic Road Combining District setback for Brush Creek Road. This item is exempt from the California Environmental Quality Act (CEQA). PRESENTED BY: Sheila Wolski, City Planner Staff Wolski presented. Staff responded to Committee Member inquiries. COMMITTEE BUSINESS 4.1 STATEMENT OF PURPOSE The role of the Waterways Advisory Committee is to review development projects, both public and private, that are located adjacent to creeks and City of Santa Rosa Regular Meeting Agenda and Summary Report Page 2 of 3 Waterways Advisory Committee - FINAL MAY 23, 2024 waterways for consistency with the goals, policies and regulations for creekside development identified in the Santa Rosa General Plan, Zoning Code, Design Guidelines and Citywide Creek Master Plan. While the Committee does not take formal action on projects, it does provide advisory comments to the decision-making body. All development projects located adjacent to a creek or waterway are required to be reviewed by the WAC prior to proceeding through the entitlement process. 4.2 COMMITTEE REPORTS 5. DEPARTMENT REPORTS This time is reserved for City staff to provide a briefing on issues of interest.
