~Councilman Riley attended the meeting via video conferencing from New Jersey due to
significant circumstances.
~Also in Attendance was Harrietstown Town Clerk Sabrina Harrison, Airport Manager
Corey Hurwitch, Harrietstown Bookkeeper Beth Bevilacqua, Kirk Sullivan from Bing
Bang Boom, and Joe Gladd, present via zoom was Harrietstown Assessor Martin Tichenor,
Sean Kearny, and DCrowell
MINUTES APPROVAL
Review and acceptance of the minutes from the meeting held on July 14th, 2022.
~A motion was made by Tracey Schrader to accept the minutes of the meeting held on July
14th, 2022 as presented to the board, seconded by Ashley Milne (m/s/p)

~A motion was made by Tracey Schrader to approve payment of the vouchers of Warrant
#14 of 2022, seconded by John Williams (m/s/p)

COMMUNITY GROUP:
Melinda Little is coming to discuss the idea of a dog park next to the pump track.
~ Melinda Little spoke to the Town Board about the benefits of a dog park and about how
not all dogs are successfully trained off leash, especially young dogs. The board is
supportive of a dog park next to the pump track. The next step would be for the group to
start fundraising and looking into insurance. The ribbon cutting ceremony for the pump
track is scheduled for August 16th @ 6:30pm and everyone agree that the supporters of the
dog park should be there, and possible rope off the area they are hoping to put the dog
park.
COUNTY UPDATE:
~ARR auctions to hold a tax auction on August 3rd.
UPDATES FROM THE SUPERVISOR:
Sean Kerney
~ Sean Kerney requested again that the town agree to his Pilot (Payment In Leu Of Taxes)
Agreement for the 70 unit housing development he is working on. He was able to answer
the boards’ questions on if the units are only open to artists, to which he informed them
that out of the 70 units 35 are set aside for artists. He then explained the qualifications
someone would need to have to be considered an artist for this development. He agreed to
send the board members his latest marketing material for a current development he has.
Easterly Plot buy back
~ A motion was made by John Williams to buy back John Easterly’s cemetery plot,
seconded by Ashley Milne. (m/s/p)
Beth Accountant Title
~A motion was made by Howard Riley to approve moving Elizabeth Bevilacqua’s position
as Bookkeeper to the Supervisor to the position of Accountant, seconded by Tracey
Schrader (m/s/p)
$10,000 Dewey Marketing Money
~A motion was made by Tracey Schrader to move forward with Shelly Cihan being hired
to market Dewey Mountain using the $10,000 in money from the county for tourism,
seconded by Ashley Milne (m/s/p)

$30,000 Joint Tourism money- Kirk Sullivan will be giving a presentation from Bing Bang
Boom. Attachment
~A motion was made by Ashley Milne to move forward with the $20,000 to give to Kirk
Sullivan from Bing Bang Boom for the production of videos to promote the area, and to
revisit the additional $10,000 marketing funds after the joint meeting with the Village of
Saranac Lake in August, seconded by Tracey Schrader (m/s/p)
Spectrum Phones & Internet- Pricing list attached
~A motion was made by Tracey Schrader to accept changing the phone and internet
provider and to move forward with Charter Communications (Spectrum), seconded by
Ashley Milne (m/s/p)

~Supervisor Mallach asked the board for their input on some of the design options for the
new website.
Changes to the Sexual Harassment portion of the Employee Handbook
~A motion was made by Ashley Milne to add the 1-800-number to the employee handbook,
seconded by John Williams (m/s/p)
Remedial Investigation from DEC to begin
Blue line Compost
~Supervisor Mallach explained to the board that they can not accept the bid from Blue
Line Compost because it does not meet the permit guidelines, they are working on getting
the permit changed.

Bid Acceptance Resolution #11 of 2022 – Attached
~A motion was made by Tracey Schrader to adopt Resolution #11 of 2022 Bid Acceptance
attached to the minutes, seconded Ashley Milne (m/s/p)
AIRPORT:
Approval for Taxiway B Grant
~A motion was made by Ashley Milne to accept the Taxiway B Grant, seconded by John
Williams (m/s/p)

~A motion was made by Tracey Schrader to go into executive session under section D & F
at 7:48pm, seconded by John Williams (m/s/p)
~A motion was made by Tracey Schrader to come out of executive session at 8:14pm,
seconded by Ashley Milne (m/s/p)
~A motion was made by Howard Riley to go back into regular session at 8:17pm, seconded
by Tracey Schrader (m/s/p)
~A motion was made by Howard Riley for Elizabeth Bevilacqua to become a salaried
employee with and annual salary of $55,055.00, prorated in 2022 for $50,709.10 and
Sabrina Harrison increase in annual salary to $65,311.60 prorated to $60,155.80 for 2022.
