Minutes of the Agenda from the October 27th, 2022, Town of Harrietstown Board Meeting TOWN OF HARRIETSTOWN TOWN BOARD AGENDA MINUTES DATE: OCTOBER 27, 2022 PLEDGE TO THE FLAG ROLL CALL Supervisor Mallach Present Councilman Riley Present Councilwoman Schrader Present Councilwoman Milne Present Councilman Williams Present ~Also in attendance was Harrietstown Deputy Town Clerk Judi McIntosh, Harrietstown Accountant Beth Bevilacqua, Airport Manager Corey Hurwitch (via Zoom), dcrowell (via Zoom), from the Lake Clear Association members – Bob Callaghan, Pete Lanahan, Barbara Kreuzer, Anton “Tony” Kreuzer, and Maureen Lanahan; Michelle Schumacher from the YMCA, Gail Rogers, Franklin County Legislator Lindy Ellis, and Ken Cornell and Bryan “Liam” Kennedy from Go Aviation. MINUTES APPROVAL Review and acceptance of the minutes from the meeting held on October 13th, 2022. ~A motion was made by Howard Riley to accept the minutes of the meeting held on October 13th, 2022 as presented by the board, seconded by Ashley Milne m/s/p WARRANT #20 OF 2022: GENERAL FUND $43,917.82 AIRPORT FUND $267,798.54 GENERAL FUND OUTSIDE $2,618.46 HIGHWAY FUND OUTSIDE $81,477.85 TRUST AND AGENCY $38,447.18 WATER AND SEWER $205.04 CAPITOL PROJECTS $4,640.00 Minutes of the Agenda from the October 27th, 2022, Town of Harrietstown Board Meeting ~A motion was made by Tracey Schrader to approve payment of the vouchers of Warrant #20 of 2022, seconded by Ashley Milne (m/s/p) HIGHWAY DEPARTMENT: Work Report COMMUNITY GROUP: ~Go Aviation ~Brian “Liam” Kennedy (Lawyer) and Ken Cornell (General Manager) from Go Aviation spoke in regard to the Town purchasing a hanger at the airport and presented a spreadsheet showing how it’s a poor investment for tax payers. Go Aviation is prepared to pay for the hanger tomorrow in cash. ~Lake Clear Association ~Lake Clear Association gave a presentation about Lake Clear and the importance of the health of the lake since it does drain into the chain of Saranac Lakes. They also thanked Tracey Schrader for being involved in the organization. ~YMCA ~Michelle Schumacher from the YMCA gave a presentation on the impact the YMCA has on the community. COUNTY UPDATE: ~Franklin County Legislator Linda Ellis gave an update on the Franklin County Budget. About 20 people were in attendance for the budget hearing in the Town Hall via conference call. The budget is under the tax cap. UPDATES FROM THE SUPERVISOR: ~NYC Training is February 2023 from the Association of Towns. Registration is now. ~A resolution for health insurance for town justices will be presented at the next meeting. ~A motion was made by Jordanna Mallach approving the changes to the Tentative 2023 Budget and adopting it as a Preliminary 2023 Budget, as well as setting the time for the Public Hearing on the 2023 budget to be November 2nd 2022 at 5pm at the Harrietstown Town Hall, seconded by Ashley Milne. DEWEY MOUNTAIN: -A motion was made to approve the purchase of a new ATV from Roberts Sports. Harrietstown will pay $12,000 of the $18,450 purchase. The balance will be paid by the Minutes of the Agenda from the October 27th, 2022, Town of Harrietstown Board Meeting Friends of Dewey Mountain. The motion was made by Howard Riley and seconded by Tracey Schrader (m/s/p). COMMITEES Personnel: Jordanna Safety: Jordanna Building Town Hall & Cemetery: Tracey -Building – the access road between Town Hall and Rice Furniture will be closed 10/31 and 11/1 for equipment use for roof project. -Cemetery – room for 300 plots (cemetery is about 3 acres in size) HR: Jordanna Special Districts Water & Sewer: Tracey Lake Owner Assoc: Tracey, John Parks/Recreation/Youth: John, Ashley Tourism: Howard, Ashley Business Park: John, Ashley Code/Zoning: Howard Assessing: Jordanna Housing Authority: Howard -Algonquin Apartments by Dewey needs to be picked up from household trash outside. Howard has been in contact with Sarah to fix the situation. Audit: Jordanna Fire/Rescue: Jordanna Negotiations (Union): Howard, Jordanna – advisor will here to assistant with negotiations COMMENTS FROM BOARD MEMBERS: Tracey Schrader went to the meeting with the Adirondack Land Trust regarding the vista on Route 86 by the cemetery. ALT is interested in constructing walkable trails and is in preliminary thoughts and wants feedback from neighbors and visitors.
