Towne, Accounts ABSENT: Anthony Scirocco, Supervisor Phil Klein, Supervisor STAFF PRESENT: Lynn Bachner, Deputy Commissioner, Finance Alicia Farone, Deputy Mayor Deborah Harper, Deputy Commissioner, Accounts Matthew Dorsey, City Attorney Tony Izzo, Assistant City Attorney CALL TO ORDER Mayor Michael Lenz called the meeting to order at 8:20 a.m. EXECUTIVE SESSION Mayor Michael Lenz moved and Commissioner Thomas McTygue seconded to adjourn to executive session to discuss the Shaw litigation. Ayes all. Council members returned at 8:30 a.m. PUBLIC COMMENT PERIOD Mayor Michael Lenz opened the first public comment period. There being no one wishing to speak, Mayor Michael Lenz closed the first public comment period. PUBLIC HEARING Capital Program Modification Mayor Michael Lenz said this is a public hearing on a modification to the capital program. Commissioner Stephen Towne said he is proposing to transfer $25,000 in the capital program budget originally earmarked for voting machines to the wading pools/fountain retrofitting. Mayor Michael Lenz opened the public hearing. There being no one wishing to speak, Mayor Michael Lenz closed the public hearing. Commissioner Thomas McTygue reported that the City received the $25,000 check from the school district and those funds would be applied to the wading pool/fountain retrofit. Commissioner Stephen Towne reported that the CDBG had recently made a recommendation to the Council to include $20,000 in their funding proposal for the wading pool/fountain matter. He also reported that he was Page 1 of 3 awaiting an answer from the Saratoga Springs Public Housing Authority on his request for funding for the south side wading pool/fountain. MAYOR=S OFFICE Accept Donation to Visitor’s Center Mayor Michael Lenz moved and Commissioner Thomas McTygue seconded to accept the following donations for the Visitor’s Center July Chamber Music Series: $100 from Dr. David Wasser, $375 Stewarts Shops and $100 from Ruth Lakeway. Ayes all. ACCOUNTS DEPARTMENT Change to Capital Program - Wading Pools/Fountains (05-54) Commissioner Stephen Towne moved and Commissioner Thomas McTygue seconded to transfer $25,000 in the capital program budget from voting machines to retrofitting the wading pools to fountains. Commissioner Stephen Towne said as part of this process, he had talked to the Saratoga County Board of Elections and had received assurance from them that the $25,000 would not be needed this year to purchase machines. He said the state is having a difficult time in identifying the type of machine to be purchased. He said the state is considering having the County take over maintenance, repairs and ownership of the machines. Ayes all. FINANCE OFFICE Budget Transfers Commissioner Matthew McCabe moved and Commissioner Stephen Towne seconded to approve the following 2005 budget transfers previously distributed with the agenda (Attachment A): Transfers-Revenue: Lines 1&2 B From the Accounts Department, regarding the Capital Budget, this is to transfer funds from the election machine project to the wading pool project, as we will not be required to purchase election machines in 2005 and more funding is needed for the wading pool renovations that are required by the state. Ayes all. Bond Resolution (05-55) Commissioner Matthew McCabe moved and Commissioner Stephen Towne seconded to approve the 2005 bond resolution in the amount of $4,517,465 as previously distributed. DEPARTMENT OF PUBLIC SAFETY Authorization for Chief of Police to sign DARE Contract (05-56) Commissioner Thomas Curley moved and Commissioner Stephen Towne seconded to authorize the Chief of Police to sign the three year DARE contract for officer training. Commissioner Thomas McTygue said there had been some discussions in other municipalities on whether the DARE program is successful. Commissioner Thomas Curley said that in Saratoga Springs there have been positive results. He said part of the program is to lower the rates and offer strong positive influences to children in their decision making process. He said DPS finds this a productive program and they believe that it is worthwhile to maintain. Ayes all. PUBLIC COMMENT PERIOD Mayor Michael Lenz opened the second public comment period.
