Towne, Accounts ABSENT: Michael Lenz, Mayor Anthony Scirocco, Supervisor Phil Klein, Supervisor STAFF PRESENT: Lynn Bachner, Deputy Commissioner, Finance Alicia Farone, Deputy Mayor Deborah Harper, Deputy Commissioner, Accounts Tony Izzo, Assistant, City Attorney CALL TO ORDER Commissioner Matthew McCabe called the meeting to order at 11:30 a.m. PUBLIC COMMENT PERIOD Commissioner Matthew McCabe opened the first public comment period. There being no one wishing to speak, Commissioner Matthew McCabe closed the first public comment period. MAYOR=S OFFICE Donation - Interactive Water Park/Fountains Commissioner Matthew McCabe moved and Commissioner Stephen Towne seconded to accept the donation from the Saratoga Foundation in the amount of $15,000 to be used for the renovation of the interactive water park/fountains. Ayes all. Deed - Pedinotti (05-069) Tony Izzo said that the Council recently approved a deed with the Pedinottis for 1 York Street. However, the bank is requiring that the deed be in the A1 York Street, LLC@ name. Commissioner Matthew McCabe moved and Commissioner Thomas Curley seconded to authorize the Mayor to sign all necessary documents in connection with the Pedinotti easement being changed to 1 York Street, LLC. Ayes all. FINANCE DEPARTMENT Excelsior Avenue Ice Rink Accounts (05-070) Page 1 of 3 Commissioner Matthew McCabe moved and Commissioner Stephen Towne seconded to add this item to the agenda. Ayes all. Commissioner Matthew McCabe said that with the sale of Excelsior Avenue Ice Rink in 1993 the Parkland Capital Improvement Capital Reserve account was set up with the funds designated for recreation. He proposed that $45,000 from that account be used for the interactive water parks/fountains on City owned land. Commissioner Matthew McCabe moved and Commissioner Stephen Towne seconded that $45,000 from the Parkland Capital Improvement Capital Reserve account be used toward the Interactive Water Parks/fountains. Tony Izzo said that in his legal opinion this was a lawful and proper use of the funds for City owned property. Ayes all. Budget Transfers - Payroll Commissioner Matthew McCabe moved and Commissioner Stephen Towne seconded to approve the payroll transfer (Attachment A) as follows: lines 1 & 2: from the Mayor’s Office the salary for the Parks Recreation Open Space and Historical Preservation Administrator $10,000 to the Inclusionary Zoning Ordinance Development Committee consultant line. Ayes all. Budget Transfers - Regular None. Budget Amendments Commissioner Matthew McCabe moved and Commissioner Thomas McTygue seconded to approve the budget amendments (Attachment B) as follows: lines 1 & 2 from the Mayor’s Office donation from the Saratoga Foundation to be used for the renovation of the interactive water parks/fountains; lines 3&4 from the Mayor’s Office, from the Parkland Capital Improvements Capital Reserve (Excelsior Ice Rink) to be used for the renovation of the interactive water parks/fountains general fund to the capital fund; lines 5&6 from the Mayor’s Office Parkland and Capital Improvements Capital Reserve, to be used for the renovation of the interactive water parks/fountains capital reserve fund to the general fund; lines 7&8 from DPW for the refurbishment of the Olympia Ice Resurface capital account. Ayes all. ACCOUNTS DEPARTMENT Interactive Water Park/Fountains Upon the recommendation of the Department of Public Works, Commissioner Stephen Towne moved and Commissioner Thomas McTygue seconded to accept the proposal for the Interactive Water Play Fountains to Concord Pools of Latham in the amount of $182,600 (only bidder) contingent upon the review of the City Attorney and the City’s Risk & Safety Manager. This amount includes an in-kind service donation of $20,000 (reducing the price to $166,000) and a 10 percent contingency of $16,600, bringing the total contract price to $182,600. The project will be paid for through line item H3567144-54720-1084. The proposal has been reviewed by the Purchasing Department and meets the Purchasing Guidelines. Ayes all.
