City of Saratoga Springs City Council Meeting Minutes Wednesday, February 28, 2007 CITY OF SARATOGA SPRINGS CITY COUNCIL MEETING EXECUTIVE SESSION CITY COUNCIL ROOM WEDNESDAY, FEBRUARY 28, 2007 10:00 A.M. PRESENT: Valerie Keehn, Mayor Commissioner John Franck, Accounts Commissioner Ron Kim, Public Safety Commissioner Thomas McTygue, Public Works ABSENT: Commissioner Matthew McCabe, Finance Supervisor Cheryl Keyrouze Supervisor Joanne Yepsen CALL TO ORDER Mayor Valerie Keehn called the meeting to order at 10:00 a.m. PUBLIC HEARING Mayor Valerie Keehn opened the public hearing on the local law to amend the code on Taxation – Disabled Persons Tax Exemption – Income Limitations. There being no one wishing to speak, Mayor Valerie Keehn closed the public hearing. MAYOR’S DEPARTMENT Saratoga County Arts Council Grant Tony Izzo explained that the Saratoga County Arts Council was applying for a grant with a deadline for submission of March 1. As part of the submission, they need a letter from the City stating that the Arts Council is in possession of the building and that the City does not plan to discontinue the lease in the near future. Commissioner Ron Kim moved and Commissioner John Frank seconded to authorize the Mayor to sign the letter stating such and to forward it to the Arts Council. Ayes all. ACCOUNTS DEPARTMENT Local Law – Taxation Disable Persons Tax Exemption – Income Limitations (07-41) Commissioner John Frank moved and Mayor Valerie Keehn seconded to adopt a local law to amend section 212-84 of the Code of the City of Saratoga Springs, New York, entitled "Taxation-Disabled Persons Tax Exemption-Income Limitations”. Commissioner John Franck said this was being done in order to make the income tax brackets for the disabled exemption consistent with the senior exemptions. There is a deadline of March 1. Ayes all. 1 of 2 City of Saratoga Springs City Council Meeting Minutes Wednesday, February 28, 2007 FINANCE DEPARTMENT Nothing at this time. DEPARTMENT OF PUBLIC WORKS Lillian’s Parking Lot Commissioner Thomas McTygue announced a meeting to be held on Monday, April 2 at 7:00 p.m. in the Council room on Lillian’s parking lot. He said Council members were invited as well as the public. The members of the committee who reviewed the rfp will be at the meeting. Bonacio Construction will make a presentation and answer questions. At this meeting the Woodlawn Avenue parking lot will also be discussed. Mayor Valerie Keehn said there had been some discussion on putting these types of rfps on ebay. Commissioner Thomas McTygue said if the Mayor wanted to place it on ebay, she could do so, however, the notice of this rfp was sent to nearly 30 contractors, approximately 6 picked up the packet and only 1 responded. The one respondent, Bonacio Construction, is a local company that has done a lot of business in this City. Bonacio Construction knows how the City works, knows what they are dealing with and they follow through on whatever the City asks them to do, unlike other contractors. Bonacio Construction is a highly respected, local company. In their proposal both sides of the lot were left open for public access and he worked out all of the concerns/issues with the adjacent property owners. As requested, an appraisal was done on the parcel. He said that he did not believe that the City could find a more highly respected contractor than Bonacio Construction. Commissioner Thomas McTygue said there needs to be some serious discussion on parking. With the loss of the car dealership lot behind City Hall, parking will be an issue this summer. Commissioner Thomas McTygue said putting this proposal on ebay may delay the process; however, if that is what the Mayor wants to do, she could do so. DEPARTMENT OF PUBLIC SAFETY Nothing at this time. ADJOURNMENT Mayor Valerie Keehn moved and Commissioner Thomas McTygue seconded to adjourn the meeting at 10:15 a.m. Ayes all.
