SPECIAL CITY COUNCIL MEETING
CITY COUNCIL ROOM
WEDNESDAY APRIL 25, 2007
5:30 P.M.
PRESENT: Valerie Keehn, Mayor
Commissioner John Franck, Accounts
Commissioner Ron Kim, Public Safety
Commissioner Matthew McCabe, Finance
Commissioner Thomas McTygue, DPW
STAFF PRESENT: Eileen Finneran, Deputy Mayor
Michael Englert, City Attorney
CALL TO ORDER
Mayor Keehn called the Special City Council meeting to order at 5:32 p.m. She said the
meeting has been called to adjourn to executive session to discuss legal matters. She said
that the rules indicate there should be a period for public comment.
PUBLIC COMMENT
Mayor Keehn opened the public comment period.
David Bronner, 5 Royal Henley Court said that this special meeting has been called to discuss in
Executive Session the hiring of an attorney to deal with possible legal problems involving the
Department of Public Works garage and possible illegal dumping of steel and plastics off Weibel
Avenue near the PBA range. He urged the Council to look hard at this issue before involving tax
payer money to defend the possible wrongdoing of City Officials. He said that if this involves the
DPW, Commissioner McTygue should recuse himself from voting on this issue.
Seeing that no one else wished to address the Council, Mayor Keehn closed the public comment
period.
EXECUTIVE SESSION
Commissioner Matthew McCabe moved and Commissioner Ron Kim seconded to adjourn at
5:40 p.m. to executive session to discuss legal matters. Mayor Keehn asked permission of the
Council to have Deputy Mayor Eileen Finneran and City Attorney Michael Englert present at the
executive session.
Ayes all
Council members returned at 6:50 p.m.
PUBLIC WORKS DEPARTMENT
Commissioner Thomas McTygue moved and Commissioner Ron Kim seconded to hire Young
& Sommer to represent the Department of Public Works and the City as discussed in
City of Saratoga Springs

executive session with a cap of $5,000. Commissioner McCabe said the funds are in the budget.

Commissioner McTygue stated for the record that Mayor Keehn’s husband, an attorney for the
Department of Environmental Conservation, is in the audience.
ADJOURNMENT
Commissioner Matthew McCabe moved and Commissioner John Franck seconded to adjourn the
meeting at 6:55 p.m. Ayes all
