CALL TO ORDER
Mayor Johnson called the meeting to order at 10:01 a.m.
PUBLIC COMENT
Mayor Johnson said the public comment period is limited to a total of 15 minutes and individuals
are limited to two minutes each according to the rules approved in February of 2004 by the City
Council.
Mayor Johnson opened the public comment period at 10:02 a.m.
No one spoke.

Mayor Johnson moved and Commissioner Ivins seconded to approve the consent agenda as
follows:
1. Approval of 12/20/2011 City Council Minutes
2. Approval of 12/6/11 City Council Minutes
3. Approve Budget Transfers

FINANCE DEPARTMENT
Discussion and Vote: 2011 Bond Resolution (11-371)
Commissioner Ivins moved and Mayor Johnson seconded that the bond resolution for 2011 as
previously distributed to the Council authorizing the issuance of serial bonds not to exceed
$500,000 for the Woodlawn Avenue Parking Deck be approved.
Commissioner Ivins stated there has been some question regarding the need for a public hearing. He
confirmed this is new money.
Mayor Johnson advised this is additional money that was previously authorized to be bonded on December
6, 2011. It is to cover any contingencies that may develop during the project. He doesn’t believe they will
need to bond this amount but it was suggested to do this in case we need it.
Commissioner Franck stated his main question was the need for a public hearing. He confirmed the other
money was a transfer from 2012 to 2011. He asked if they are going to earmark something from 2012 to
2011.
Mayor Johnson explained the prior public hearing was due to amending the capital budget, not for the bond
resolution. If it does come to bonding, a public hearing will be required as we will have to amend the
capital budget.
Commissioner Scirocco confirmed if we did bond this money then we would have a public hearing.
Mayor Johnson stated that is correct. The public hearing would happen to amend the capital budget to
allow for the bonding.
Commissioner Ivins stated he doesn’t recall the December 6th figure.
Mayor Johnson stated there were 2 steps to the December 6th meeting; one was to amend the capital
budget and then to authorize the bond resolution.
Commissioner Franck confirmed we are not amending the capital budget for this $500,000.
Mayor Johnson stated that is correct.

Commissioner Ivins moved and Commissioner Wirth seconded to approve the Department of
Public Safety payroll transfers as previously distributed to the Council.

Discussion and Vote: Payroll Transfers DPW (11-373)
Commissioner Ivins moved and Commissioner Scirocco seconded to approve the Department of
Public Works payroll transfers as previously distributed to the Council.
Ayes – All
Discussion and Vote: Payroll Transfers Mayor (11-374)
Commissioner Ivins moved and Mayor Johnson seconded to approve the Mayor’s payroll transfers
as previously distributed to the Council.
Ayes - All
Discussion and Vote: Payroll Transfers Recreation (11-375)
Commissioner Ivins moved and Mayor Johnson seconded to approve the Recreation Department
payroll transfers as previously distributed to the Council.

Commissioner Ivins stated he had nothing additional to report.
