Commissioner Scirocco advised Meg Kelly, director of the Saratoga Children’s Theatre, will be here to

Commissioner Madigan advised there is a transfer for $34,800 for a pick-up truck; the 4th one this year.
MAYOR’S DEPARTMENT
Discussion and Vote: Approve the Sale of 6,300 SF of City Right of Way Off Loughberry Road South to
Congregation & Yeshiva Pardes Yosef D’Chasidei Belz
Matt Dorsey, city attorney, advised Congregation & Yeshiva Pardes Yosef D’Chasidei Belz is looking to
purchase 6,110 square feet of the right of way for $19,703. This has been reviewed by the Real Estate
Committee, DPW, and DPS. The purchaser is considering building a second building.
Discussion: Amend the Previous Resolutions of the City Council Entitled “Resolution for Benefits of the
Mayor and Commissioners”
Mayor Johnson advised he is pulling this item from his agenda.

Discussion and Vote: 2012 Excess Fund Balance Recommendations
Commissioner Madigan advised she reviewed these at budget workshops.
Mayor Johnson asked if there have been any changes to her recommendations.
Commissioner Madigan advised one has changed. She decided to put $200,000 into the tax stabilization
fund but is now moving that money to the set aside for contracts. That set aside will roll into the reserve
set up for bonded indebtedness.

Discussion and Vote: Reserve Funds Policy
Commissioner Madigan advised the Accounts Department wanted input regarding the insurance reserve
established. This will be a policy for reserve funds and there will be qualifiers specific to the insurance
reserve.
Discussion and Vote: Resolution to Establish a Reserve Fund for Employee Benefit Accrued Liability
Commissioner Madigan stated on May 18, 2005 the City Council established a retirement reserve
pursuant to General Municipal Law. This reserve is for employee benefits accrued upon retirement and
can be used as a side aside to payout those retirement fees.

Discussion and Vote: Authorization for the Mayor to Sign an Agreement with County Waste & Recycling
Services, Inc.

Discussion and Vote: Donation – Saratoga Wilton Elks Lodge #161 – Tempered by Memory Memorial
Commissioner Scirocco advised they donated a flag pole to be put up in the amount of $1,495.

Commissioner Scirocco advised the following streets are being taken on for snow plowing: Jenna Jo,
Oak Ridge Blvd., Bliven Way, and Aurora Avenue.

Discussion and Vote: Authorization for Mayor to Sign Lease with Saratoga Historic Properties
Commissioner Mathiesen stated this is the company that owns the Collamer building. They will be
moving the Public Safety office and part of the Police Department while construction is going on. The rent
is about $4,500 per month.
Mayor Johnson asked if there are any security issues with this location.
Commissioner Mathiesen advised there is no issue.
Commissioner Mathiesen added the following items to his agenda: Announcement: New Signs at
Parking Garages; and Announcement: Public Safety Forum.
