None ADJOURN City Council Meeting 12/30/13 December 30, 2013 CITY OF SARATOGA SPRINGS City Council Meeting City Council Room PRESENT: Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS STAFF PRESENT: Shauna Sutton, Deputy Mayor (arrived at 7:11 p.m.) Lynn Bachner, Deputy Commissioner, Finance Sharon Kellner-Byrnes, Deputy Commissioner, Accounts Joanne Yepsen, Supervisor EXCUSED: Tim Cogan, Deputy Commissioner, DPW Eileen Finneran, Deputy Commissioner, DPS Matt Dorsey, City Attorney Matthew Veitch, Supervisor ABSENT: Scott Johnson, Mayor RECORDING OF PROCEEDING The proceedings of this meeting were taped for the benefit of the secretary. Because the minutes are not a verbatim record of the proceedings, the minutes are not a word-for-word transcript. CALL TO ORDER Commissioner Madigan called the meeting to order at 1:06 p.m. PUBLIC COMENT Commissioner Madigan said the public comment period is limited to a total of 15 minutes and individuals are limited to two minutes each according to the rules approved in February of 2004 by the City Council. Commissioner Madigan opened the public comment period at 1:07 p.m. Page 2 of 4 City Council Meeting 12/30/13 Charlie Morrison of 88 Court Street thanked the Council for the past year and wished the new Council the best for 2014. Commissioner Madigan closed the public comment period at 1:08 p.m. CONSENT AGENDA Nothing at this time. MAYOR’S DEPARTMENT Nothing at this time. ACCOUNTS DEPARTMENT Nothing at this time. FINANCE DEPARTMENT Discussion and Vote: Budget Amendments (Increases) (13-462) Commissioner Madigan moved and Commissioner Franck seconded to approve the 2013 budget amendments which were distributed with the agenda. Ayes - All Discussion and Vote: Budget Transfers – Payroll (13-463) Commissioner Madigan moved and Commissioner Franck seconded to approve the 2013 budget transfers - payroll which were distributed with the agenda. Ayes - All Discussion and Vote: Budget Transfers – Benefits (13-464) Commissioner Madigan moved and Commissioner Franck seconded to approve the 2013 budget transfers - benefits which were distributed with the agenda. Ayes - All Discussion and Vote: Budget Transfers – Regular (13-465) Commissioner Madigan moved and Commissioner Franck seconded to approve the 2013 budget transfers – regular which were distributed with the agenda. Ayes - All Discussion and Vote: Budget Transfers – Contingency (City Center) (13-466) Commissioner Madigan moved and Commissioner Franck seconded to approve the 2013 budget transfers – contingency – City Center that were made available with the agenda materials. The City Page 3 of 4 City Council Meeting 12/30/13 Center is looking to use $1500 from its contingency line for professional services contracts. This has been approved by the City Center Authority. The current amount in the contingency line is $2,511.02; after this transfer, the amount in the contingency line will be $1,011.02. Ayes - All Discussion and Vote: Budget Transfers – Contingency (Fire Admin) (13-467) Commissioner Madigan advised this request is to transfer $92,490 to the general expense lines for the fire chief and assistant fire chief payroll items from the general fund contingency line. This is for retroactive pay owed for the recently negotiated Fire Chiefs Unit contract. Commissioner Madigan moved and Commissioner Franck seconded to approve the 2013 budget transfers – contingency - fire admin - as distributed with the agenda. The current budget amount in the contingency line is $155,230.24; there will remain $62,740.24 after these transfers. Ayes - All Discussion and Vote: Budget Transfers – Contingency (PO Admin) (13-468) Commissioner Madigan advised this request is to transfer $57,540 to general fund expense lines for the police chief, assistant chief, and captain payroll items from the general fund contingency line. This is for retroactive pay owed per the Police Admin Unit contract that may be signed before year end. Commissioner Madigan moved and Commissioner Franck seconded to approve the 2013 budget transfers – contingency – Police Admin – as distributed with the agenda. The current budget amount in the contingency line is $62,740.24; there will remain $5,200.24 after these transfers. Commissioner Mathiesen asked what happens to the funds if the contract is not signed. Commissioner Madigan advised this is being set up to be signed by the end of the year. This will set us up to be able to use these funds if the contract is signed. Ayes - All PUBLIC WORKS DEPARTMENT Nothing at this time. PUBLIC SAFETY DEPARTMENT Nothing at this time. SUPERVISORS Nothing at this time. ADJOURNMENT Commissioner Madigan moved and Commissioner Scirocco seconded to adjourn the meeting.
