February 3, 2014 CITY OF SARATOGA SPRINGS City Council Pre- Agenda Meeting PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS STAFF PRESENT: Joe Ogden, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Sharon Kellner-Chille, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Sarah Burger, City Attorney EXCUSED: Matthew Veitch, Supervisor Peter Martin, Supervisor Tim Cogan, Deputy Commissioner, DPW CALL TO ORDER Mayor Yepsen called the meeting to order at 9:36 a.m. PUBLIC HEARINGS Amend Capital Budget for Bog Meadow Commissioner Scirocco advised this is to amend the 2014 capital budget to modify the description of the infrastructure improvement project to include the Bog Meadow Infrastructure and Water Supply Project. PRESENTATION(S) Bog Meadow Infrastructure and Water Supply Project No comments. Broadway Corridor Traffic Analysis No comments. Mayor Yespen asked what area the analysis covered. Commissioner Mathiesen advised it covers from Congress Street to the arterial. Saratoga Springs Preservation Foundation – Spirit of Life No comments. Approve Payroll 01/31/14 $592,391.58 8. Approve Warrant: 2014 REG – 14FEB1 $998,313.49 9. Approve Warrant: 2013 Mid – 13MWDEC4 $6,093.20 10. Approve Warrant: 2013 REG – 13DEC5 $180,171.13 11. Approve Warrant: 2014 Mid – 14MWJAN2 $8,907.44 12. Approve Warrant: 2014 Mid – 14MWJAN3 $3,908.16 Commissioner Madigan stated she received a few e-mails regarding item #7; why is it larger than payroll item #6 for 1/24/14. Item #7 payroll includes stipends paid to police and fire for clothing cost allotments; opt outs of City health care; education incentives; and clothing cost allotments for CSEA City Hall union employees. MAYOR’S DEPARTMENT Proclamation: Proclamation for Retirement of Father Dominic S. Ingemie No comments. Discussion: 2014 Capital Region Local Government Council – Legislative Agenda Mayor Yepsen stated she attended a meeting last week to put together legislative priorities. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Saratoga County Animal Shelter No comments. Discussion and Vote: Recreation Department Part Time / Seasonal Hourly Rate Personnel John Hirliman advised they are looking for a $.25 increase for current part time and seasonal hourly employees. They are not changing the start rate from 2013 to 2014. Discussion and Vote: Tiny T-Ball Clinic & Ultimate Frisbee John Hirliman advised they are looking to add these 2 clinics to their program this spring. The fees are the same as their clinic fees. Announcement: Saratoga Springs recreation Department Spring Registration John Hirliman announced spring registration is open. ACCOUNTS DEPARTMENT Set Public Hearing: Amend Chapter 212 Article 3 of the city Code Regarding Senior Citizen Tax Exemptions Page 2 of 5 City Council Pre-Agenda Meeting February 3, 2014 Commissioner Franck advised currently the deadline is March 1st. They are looking to change that rule to give the seniors more time to get their tax information in. Discussion and Vote: Parking Garage Sign contract with Purdy’s No comments. FINANCE DEPARTMENT Discussion and Vote: 2014 Annual Tax Resolution Commissioner Madigan stated they bring the annual tax resolution forward for Council review each year. It confirms the tax levies for the City, County, prior year utility tax, Saratoga Lake Improvement District, Special Assessment District, West Avenue Special Assessment District, Gilbert Road Water District, and the Gilbert Road Water District II. Discussion and Vote: 2014 Bond Resolution Commissioner Madigan stated the resolution is in the amount totaling $3,789,686 and includes all the items in the 2014 capital budget that requires bonding. Discussion and Vote: Resolution for the Use of Reserve – Capital Reserve Fund to Finance the Construction, Reconstruction or Acquisition of Buildings Commissioner Madigan stated this request is for the use of up to $50,000 from this reserve. Discussion and Vote: Resolution for the Use of Reserve – Subdivision Recreation Fund Commissioner Madigan stated this request is for the use of up to $189,500 towards the 2014 capital budget projects for recreation. Discussion and Vote: Authorization for the Mayor to Sign MVP HMO 25 Health Insurance Contract Commissioner Madigan stated a signature is required when there is a change to the policy. There is now an annual out of pocket maximum due to the requirements of the Federal Affordable Care Act. Discussion and Vote: Authorization for the Mayor to Sign MVP PPO Health Insurance Contract Commissioner Madigan stated the main change is the annual out of pocket maximum due to requirements of the Federal Affordable Care Act. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Transfers – Capital Budget, Bog Meadow Water Source Commissioner Madigan advised this budget amendment will now create a separate project number for Bog Meadow. PUBLIC WORKS DEPARTMENT Discussion and Vote: Amend the 2014 Capital Budget No comments. Page 3 of 5 City Council Pre-Agenda Meeting February 3, 2014 Discussion and Vote: Donation – Saratoga Central Catholic High School Commissioner Scirocco advised they are doing renovations in the Music Hall; one was the installation of new stage curtains. The school requested the old curtains be donated to them. Commissioner Madigan asked if there is a dollar value on the old curtains. Tony Izzo, assistant city attorney, advised if it is a savings to the City to donate the items rather than pay to dispose of them that is all that needs to be stated. There is no value to the curtains. PUBLIC SAFETY DEPARTMENT Set Public Hearing: Amend Chapter 225-72 Schedule VII: One Way Streets Commissioner Mathiesen stated they are looking to change the direction of traffic on Wright Street, Frank Sullivan Place, and Lincoln Avenue during the track season to create these streets to be one way. Announcement: Department of Public Safety Forum on March 13, 2014 at 7:00 p.m. in the City Council Room No comments. Commissioner Mathiesen added the following items to his agenda: Discussion: Noise Ordinance; Discussion: Last Call; Discussion: Land Use Board Alternates; and Discussion: Casino Expansion Proposal. SUPERVISORS MATTHEW VEITCH 1. Update: Home Heating Assistance Program 2. Update: NYSAC Conference 3. Update: Planning and Zoning Conference 4. Update: Sale of Saratoga County Landfill PETER MARTIN 1. New York State Association of Counties – 2014 Legislation Conference 2. Saratoga County 20124 Planning and Zoning Conference 3. Chinese New Year 4. Veteran’s Affairs Kevin Kling of the IT Department advised 5 different resources will need to be made available to move a City Council meeting to the Music Hall. These pieces involve Wi-Fi access for the laptops, phone connection repairs, internet connections for webcasting, and a Time Warner audio feed. It takes quite a bit of effort to get these things in place as well as testing. It would be about $2,000 worth of equipment to duplicate the equipment needed to make this happen. Mayor Yepsen advised she will have Sarah Burger look into the Time Warner franchise agreement.
