June 30, 2014 CITY OF SARATOGA SPRINGS City Council Pre- Agenda Meeting PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS Peter Martin, Supervisor STAFF PRESENT: Joe Ogden, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Sarah Burger, City Attorney EXCUSED: John P. Franck, Commissioner of Accounts Sharon Kellner-Byrnes, Deputy Commissioner, Accounts Tim Cogan, Deputy Commissioner, DPW Eileen Finneran, Deputy Commissioner, DPS Matthew Veitch, Supervisor CALL TO ORDER Mayor Yepsen called the meeting to order at 9:35 a.m. PUBLIC HEARING Amend Capital Budget – Spirit of Life Mayor Yepsen announced this was inadvertently left off the agenda. This public hearing will be at 6:55 p.m. Commissioner Scirocco advised this is to accept $92,960 from the Preservation Foundation in regards to the Spirit of Life. PRESENTATION Way Finding Program Mayor Yepsen advised this is a unified signage program asking for additional signage. We want to create helpful and attractive signage. Mike Ingersoll will be here tomorrow night to present. Saratoga Children’s Theatre and the Music Hall Commissioner Scirocco advised Meg Kelly will be here to present new revenue ideas for the Music Hall and also provide an update. City Council Pre-Agenda Meeting June 30, 2014 EXECUTIVE SESSION Mayor Yepsen advised there will be an executive session to discuss labor negotiations. Hopefully there will be a vote tomorrow night on the CSEA contract. CONSENT AGENDA 1. Approval of 6/2/14 Pre-Agenda Meeting Minutes 2. Approval of 6/3/14 City Council Meeting Minutes 3. Approval of 6/4/14 City Council Meeting Minutes 4. Approval Resolution for the Use of the Insurance Reserve 5. Approve Budget Amendments – Insurance Reserve 6. Approve Budget Amendments (Increases) 7. Approve Budget Transfers – Regular 8. Approve Payroll 06/20/2014 $414,410.07 9. Approve Payroll 06/27/14 $461,826.85 10. Approve Warrant: 2014 Mid – 14MWJUN2 $3,089,427.27 11. Approve Warrant: 2014 REG – 14JUL1 $1,244,602.86 No comments. MAYOR’S DEPARTMENT Discussion and Vote: Authorization of the Position of Executive Assistant in the Mayor’s Office Mayor Yepsen advised this position is currently funded as part time and they would like for it to be a full time position for the city attorneys. This was a full time position at one time. Commissioner Madigan advised she would like to have the job description uploaded or passed around. Discussion and Vote: Proposed 2014 – 2015 Saratoga Springs Housing Authority Salaries Mayor Yepsen stated the Housing Authority has not come before this Council for over a decade to get their salaries approved. There were suggestions on how to revise the spreadsheet to better reflect the 2014/2015 funding for salaries. Commissioner Madigan advised the only piece uploaded was the budget; no comps available to evaluate salaries. Announcement: Save Victoria Pool Recognition Mayor Yepsen stated this is to accept $500,000 from the state for the Victoria Pool. Mayor Yepsen added 1 item to her agenda: Discussion and Vote: Lead Agency City Center Parking Structure 30 Day SEQRA Process. ACCOUNTS DEPARTMENT Discussion and Vote: Amendment to the Purchasing Policy Stephani Voigt, assistant purchasing agent, stated the governor signed into law that we could use federal and outside states to piggyback if they meet our general municipal law bidding process. She is adding that information to the Purchasing Policy on page 8. Page 2 of 4 City Council Pre-Agenda Meeting June 30, 2014 Award of Bid: Extension of Bid for Pre-Cast Manholes, Catchbasins, Risers, Dry Wells and Frames/Covers to Pallette Stone Corp. No comments. Lisa Ribis added an additional item to Commissioner Franck’s agenda: Award of Bid: Sale of Used Vehicles. FINANCE DEPARTMENT Discussion and Vote: Capital Budget Amendment – Spirit of Life Commissioner Madigan advised she is removing this from her agenda. Discussion and Vote: SEQRA – Spa Solar Park Development Project Commissioner Madigan advised they will be completing Parts I & II tomorrow night. Discussion and Vote: Letter of Intent – Sun Edison, NYSERDA Application for Spa Solar Park Development Project No comments. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Transfers – City Center Contingency No comments. Announcement: 2014 Bond Rating and Sale Commissioner Madigan advised the City received an excellent bond rating. The bond sale was on June 8th and we got a 2.8% rate. Announcement: 2015 Budget Call Letter Commissioner Madigan advised the call letter went out June 26th. PUBLIC WORKS DEPARTMENT Discussion and Vote: Amend the 2014 Capital Budget for the Spirit of Life Commissioner Scirocco pulled this item from his agenda. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Mesick Cohen Wilson Baker Architects, LLP Commissioner Scirocco stated this is for the building envelope analysis at the Canfield Casino. They will be assessing the ventilation, air conditioning, back lighting, and fire sprinkler system. The cost of this is $24,922. Discussion and Vote: Sick Bank Request Page 3 of 4 City Council Pre-Agenda Meeting June 30, 2014 No comments. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Agreement with Saratoga School District for the School Resource Officer for the 2014 – 2015 School Year No comments. Discussion and Vote: Authorization for the Mayor to Sign Agreement with NYRA for the 2014 Racing Season Commissioner Mathiesen advised this relates to the Fire Department services in the amount of $78,500. Discussion and Vote: Authorization for Mayor to Sign Agreement with Taser International Assistant Chief Catone advised this agreement relates to the body cameras worn by the police officers. Cameras were purchased a year ago with a free subscription for year. They are looking to extend the contract for an additional year and purchase 6 additional body cameras. The City is not in the position to handle this in-house at this time. Set Public Hearing: Amend Capital Budget for the Police Department Infrastructure Project Assistant Chief Catone advised they are nearing the end of construction.
