December 1, 2014 CITY OF SARATOGA SPRINGS City Council Pre- Agenda Meeting PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS STAFF PRESENT: Joe Ogden, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Sharon Kellner-Chille, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney Matthew Veitch, Supervisor Peter Martin, Supervisor EXCUSED: Tim Cogan, Deputy Commissioner, DPW CALL TO ORDER Mayor Yepsen called the meeting to order at 9:36 a.m. PRESENTATION Mayor Yepsen advised there will be a presentation tomorrow evening by Sustainable Saratoga regarding “Bring Your Own Bag”. EXECUTIVE SESSION: Mayor Yepsen advised there will be an executive session. CONSENT AGENDA 1. Approval of 11/17/14 Pre-Agenda Meeting Minutes 2. Approval of 11/18/14 City Council Meeting Minutes 3. Approval of 11/3/14 City Council Meeting Minutes 4. Approve Budget Transfers – Regular 5. Approve Payroll 11/21/14 $437,493.82 6. Approve Payroll 11/26/14 $453,057.46 7. Approve Warrant: 2014 Mid – 14MWNOV2 $29,355.13 Commissioner Madigan advised she will be adding the regular warrant and item #3 of her agenda to the Consent Agenda. City Council Pre-Agenda Meeting December 1, 2014 MAYOR’S DEPARTMENT Appointment: Saratoga Springs Housing Authority No comments. Discussion and Vote: 2015 Salary for Executive Director of Saratoga Springs Housing Authority Mayor Yepsen stated some of the Housing Authority salaries were approved and not others. Paul Feldman will be starting his position as executive director on January 1st. Commissioner Madigan asked if they will be removing the rolling contract. Mayor Yepsen stated she has not seen a contract yet just the proposed salary. Commissioner Madigan advised she will have a problem with any long term contract. Mayor Yepsen stated she is hearing the board is not in favor of a rolling contract. Discussion and Vote: Authorization for Mayor to Sign Agreement with Saratoga County Youth Development Program No comments. Discussion and Vote: Authorization for the Mayor to Sign Agreement with ESI Group for 2015 City Employee Assistance Program Deputy Mayor Joe Ogden advised this is an annual contract. Discussion and Vote: Accept the Basketball Sponsors No comments. Announcement: Landon Moore and George Parker Dedication John Hirliman of the Recreation Department announced the ceremony will be held on December 20th at 10:30 a.m. Mayor Yepsen added 1 item to her agenda: Appointment: Core Planning Committee for the Commission of the Arts. ACCOUNTS DEPARTMENT Appointment: Commissioner of Deeds Commissioner Franck advised this list is more administrative and the police officers will be on the next agenda. FINANCE DEPARTMENT Discussion and Vote: Budget Transfers – Payroll No comments. Approve budget Amendments (Increases) Commissioner Madigan advised this item will be moved to the Consent Agenda. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Agreement Addendum Two with Environmental Design Partnership, LLP – Bog Meadow Commissioner Scirocco stated this addendum is to increase the time allotted for the project. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Resolution on Planned Unit Development (PUD) in the Conservation Development District Commissioner Mathiesen stated this relates to the issue of PUDs with the Comprehensive Plan. They need to take a stand before this goes any further. Discussion: Vacant Structure Registry and Inspections Commissioner Mathiesen advised they will report on the progress of the vacant structure registry and what to do with those who don’t want to co-operate. Announcement: Prescription Drug Drop-Box in the Lobby of Police Station Commissioner Mathiesen advised there is a new drop box in the Police Department that will be there on a permanent basis to turn in prescriptions drugs. They used to do this program twice a year. Commissioner Mathiesen added 2 items to his agenda: Discussion: Handicap Parking on Broadway; and Discussion: Ferguson Issue. SUPERVISORS MATTHEW VEITCH 1.
