Two routes have been approved within the City. Use of Open Space Bond Authority to Purchase Development Rights of Pitney Family Farm No comments. Amend 2015 Capital Budget and Program for Purchase of Development of Pitney Family Farm No comments. 2015 Draft Comprehensive Plan No comments. City Council Pre-Agenda Meeting June 1, 2015 PRESENTATIONS Partnership with Saratoga Convention and Tourism Bureau to Operate City Visitor’s Center Joe Ogden, deputy mayor, advised Todd Garafano from the Convention and Tourism Bureau will be present to describe the partnership. Update on High Rock Park Springs No comments. EXECUTIVE SESSION Commissioner Madigan suggested the Council have an executive session regarding Mayor’s item #4. CONSENT AGENDA 1. Approval of 5/18/15 Pre-Agenda Meeting Minutes 2. Approve Budget Amendments (Increases) 3. Approve Budget Transfers – Regular 4. Approve Payroll 5/29/15 $467,040.24 5. Approve Payroll 5/22/15 $423,539.31 6. Approve Warrant: 2015 Mid – 15MWMAY2 $23,474.55 Commissioner Madigan advised she will be adding an item to the Consent Agenda – warrant. MAYOR’S DEPARTMENT Announcement: Mayor’s Desk No comments. Discussion and Vote: Vote to Waive Competitive Bidding for Management of Visitor’s Center by Saratoga Convention and Tourism Bureau Per Section 11.6 of the City Charter Joe Ogden advised this is similar to the Stewart’s issue. He sent an e-mail out Friday evening regarding this. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Saratoga Convention and Tourism Bureau for Management of Visitors Center Joe Ogden advised this is an agreement to allow Saratoga Convention and Tourism Bureau to manage the Visitor Center and staff. DPW will continue to maintain the building. Commissioner Scirocco asked who will do the janitorial services. Joe Ogden advised they will work that out with the Tourism Bureau. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Johnnie Roberts Joe Ogden advised Johnnie Roberts is the only full time employee at the Visitor’s Center. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Civil Service Employees Association Page 2 of 5 City Council Pre-Agenda Meeting June 1, 2015 Joe Ogden advised this agreement was circulated on Friday. The CSEA City Hall Unit is waiving what would otherwise be their right to bring a claim to PERB. Announcement: 2015 Comprehensive Plan SEQRA and Vote at June 16th City Council Meeting Joe Ogden stated this vote will be brought to City Council on June 16th. The County did review the plan and have not yet received an official opinion from them. ACCOUNTS DEPARTMENT Commissioner Franck announced he will be adding 2 items: Announcement: Grievance Day Results and Discussion and Vote: Image Data Agreement. Nancy Wagner advised the agreement with Image Data is to scan microfilmed retirement and payroll ledgers. This will give the payroll administrator access to these records at her fingertips. It will also save time and money. The contract is for $4,000. FINANCE DEPARTMENT Discussion and Vote: Referral to County for Advisory Opinion – Revision to City code Chapter 240, Zoning Ordinance Section No comments. Set Public Hearing: Revision to City Code Chapter 240, Zoning Ordinance Section 6.4.8 Solar Access No comments. Announcement: Smart Parking Project Commissioner Madigan advised this is a data info project where they will be uploading to an app. It will provide info such as how many spots are in each of our parking garages. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Transfers – Visitors Center No comments. Commissioner Madigan advised she will be adding 2 items to her agenda: Announcement: 2015 Bond Rating / Report; and Announcement: Solar Landscape. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Council to Approve Refund – Stewarts Shops Corp. Commissioner Scirocco advised the meter was calculating in gallons versus cubic feet. This caused a drastic increase in the fees which need to be refunded. The refund is around $3,000. Discussion and Vote: Authorization for the Mayor to Sign Curb and Sidewalk Agreement – Matt McPadden No comments. Commissioner Scirocco added 3 items to his agenda: Discussion and Vote: Approve Free Carousel Rides on June 13th for Centennial Celebration; Discussion and Vote: Agreement for Professional Fire Restoration; and Discussion and Vote: Donations of Trees from Sustainable Saratoga. Tom Denny of Sustainable Saratoga advised the Urban Forest Master Plan calls for Sustainable Saratoga to plan some roll in the plan. They wish to donate some trees and get them planted by volunteers. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Amend City code Article 225 Section 225-75, Schedule VII – One Way Streets No comments. Discussion and Vote: amend Chapter 225; Article IX; 225-89 Schedule XXIV; Load Zones (Passenger) and Chapter 225 Article IX; 225-90 Schedule XXV: Taxi Stand No comments. Discussion: Construction Noise Adjacent to the Racetrack Area Commissioner Mathiesen advised this has been brought up in the past when there is construction during the training times when the Oklahoma Track is being used. The horses get spooked from the noise generated by construction and could affect the safety of the horses and trainers. Commissioner Madigan advise she heard a rider was thrown from a horse the other day due to this. Commissioner Mathiesen advised they would like input from the city attorneys and the people who train at the Oklahoma Track. Announcement: Handicap Parking on Broadway No comments.
