Commissioner Madigan called the meeting to order at 9:38 a.m.

Commissioner Mathiesen advised this is regarding the brew cycle program. Two routes have been
approved within the City.

Joe Ogden, deputy mayor, advised Todd Garafano from the Convention and Tourism Bureau will be
present to describe the partnership.

Convention and Tourism Bureau Per Section 11.6 of the City Charter
Joe Ogden advised this is similar to the Stewart’s issue. He sent an e-mail out Friday evening regarding
this.
Discussion and Vote: Authorization for the Mayor to Sign Agreement with Saratoga Convention and
Tourism Bureau for Management of Visitors Center
Joe Ogden advised this is an agreement to allow Saratoga Convention and Tourism Bureau to manage
the Visitor Center and staff. DPW will continue to maintain the building.
Commissioner Scirocco asked who will do the janitorial services.
Joe Ogden advised they will work that out with the Tourism Bureau.
Discussion and Vote: Authorization for the Mayor to Sign Agreement with Johnnie Roberts
Joe Ogden advised Johnnie Roberts is the only full time employee at the Visitor’s Center.

Joe Ogden advised this agreement was circulated on Friday. The CSEA City Hall Unit is waiving what
would otherwise be their right to bring a claim to PERB.
Announcement: 2015 Comprehensive Plan SEQRA and Vote at June 16th City Council Meeting
Joe Ogden stated this vote will be brought to City Council on June 16th. The County did review the plan
and have not yet received an official opinion from them.
ACCOUNTS DEPARTMENT
Commissioner Franck announced he will be adding 2 items: Announcement: Grievance Day Results and
Discussion and Vote: Image Data Agreement.
Nancy Wagner advised the agreement with Image Data is to scan microfilmed retirement and payroll
ledgers. This will give the payroll administrator access to these records at her fingertips. It will also save
time and money. The contract is for $4,000.

Commissioner Madigan advised this is a data info project where they will be uploading to an app. It will
provide info such as how many spots are in each of our parking garages.

PUBLIC WORKS DEPARTMENT
Discussion and Vote: Authorization for Council to Approve Refund – Stewarts Shops Corp.
Commissioner Scirocco advised the meter was calculating in gallons versus cubic feet. This caused a
drastic increase in the fees which need to be refunded. The refund is around $3,000.

Rides on June 13th for Centennial Celebration; Discussion and Vote: Agreement for Professional Fire
Restoration; and Discussion and Vote: Donations of Trees from Sustainable Saratoga.
Tom Denny of Sustainable Saratoga advised the Urban Forest Master Plan calls for Sustainable
Saratoga to plan some roll in the plan. They wish to donate some trees and get them planted by
volunteers.

Discussion: Construction Noise Adjacent to the Racetrack Area
Commissioner Mathiesen advised this has been brought up in the past when there is construction during
the training times when the Oklahoma Track is being used. The horses get spooked from the noise
generated by construction and could affect the safety of the horses and trainers.
Commissioner Madigan advise she heard a rider was thrown from a horse the other day due to this.
Commissioner Mathiesen advised they would like input from the city attorneys and the people who train at
the Oklahoma Track.
