CALL TO ORDER
Mayor Yepsen called the meeting to order at 9:36 a.m.
PUBLIC HEARING
Pedalbus Ordinance
Maire Masterson, deputy commissioner of accounts, advised the Accounts Department found some
pieces that were missing and would like see added. This is being brought back to ‘clean’ things up.
Open Space Bond – Loughberry Lake
Mayor Yepsen advised this deals with the request to use Open Space Bonding for this project.

Mayor Yepsen advised she has invited a representative to come to speak about the 25 year plan.

Mayor Yepsen stated she will be making 2 appointments.

Mayor Yepsen advised she will be making 3 appointments.
Discussion and Vote: Accept Donation of a Painting of City Hall from Stu Eichel
Mayor Yepsen advised a local artist will be here to donate a painting of City Hall valued at $500.
Discussion and Vote: Authorization for the Mayor to Sign Agreement with Saratoga County Animal
Shelter
Mayor Yepsen stated this is an annual agreement.
Discussion and Vote: Resolution Supporting the Grant Application of Coesa, Inc. to Refurbish Roosevelt
II in Saratoga Spa State Park
Mayor Yepsen advised the City is partnering with Coesa who is applying for a grant. She introduced
Stephanie Ferradino to explain.
Stephanie Ferradino, attorney at Couch White, advised this group formed in February of this year to
establish a holistic wellness retreat center in Roosevelt II in the park. Roosevelt II has been vacant for 30

years. The funds they are applying for would be for a 2,000 square foot space in the southerly wing for
2016.
Discussion and Vote: SEQRA Review for Adirondack Trust to Purchase a Portion of Long Alley
Tony Izzo, assistant city attorney, advised the Council should have all the SEQRA documents in place.
Discussion and Vote: Authorization for the Mayor to Sign Contract to Sell a Portion of Long Alley to
Adirondack Trust
Mayor Yepsen advised the portion of Long Alley that is being proposed to be sold to Adirondack Trust
have a value of $31,000.
Discussion and Vote: Resolution to Adopt City Wayfinding Program
Mayor Yepsen advised the City Planning Board and Design Review Commission have recommended the
City adopt this resolution.
Mayor Yepsen advised she is adding an item to her agenda: Discussion and Vote: Mayor to Apply for
CFA Grant in the Amount of $200,000 for the construction. This is for the Crescent Avenue connector.
There is a match of $40,000 from private funds and staff time.
Brad Birge of the Planning Department advised there is a combination of sources for the private funds.
ACCOUNTS DEPARTMENT
Discussion and Vote: Authorization for the Mayor to Sign Change Orders #1 and #2 for Hoosick Valley
Contractors for Work at Saratoga Arts Council
Marilyn Rivers, director of risk and safety, advised these change orders pertain to glue used for the tiles in
the foyer contains asbestos.
Discussion and Vote: Safety Committee Resolution
Marilyn Rivers advised they will be naming the director of public works as a member of the Committee in
addition to the building and zoning inspector, and will be removing the city electrician.
FINANCE DEPARTMENT
Announcement: Spa Solar Park Planning Board Advisory Opinion
Commissioner Madigan advised this project is progressing well and on schedule. They received a
favorable advisory opinion. She will share renderings of what the solar park will look like.
Discussion and Vote: Resolution from City Council to the New York Racing Association
Commissioner Madigan advised she will upload the resolution to the final agenda today.
Discussion and Vote: Standard Workday Resolution
Commissioner Madigan advised this is filed with the State for elected and appointed officials. This one is
for Vince DeLeonardis, city attorney.

Commissioner Madigan advised she is adding one item to her agenda: Discussion: NYRA Mayor’s Box.
PUBLIC WORKS DEPARTMENT
Discussion and Vote: Authorization for the Mayor to Sign Designated Engineering Service Agreements
with Creighton Manning Engineering LLP, Foit Albert Associates, Environmental Design Partnership and
Greeman Pedersen Inc.
Commissioner Scirocco stated these firms are utilized by the Planning Board and city engineer.
Discussion and Vote: Authorization for the Mayor to Sign a Change Order with DeBrino Caulking
Associates – Time Extension
Commissioner Scirocco stated this change order is for time extension only. The contractor was originally
given 60 days and needs an additional 15 days. They are having a problem with galvanizing and powder
coating the parking deck stairs.
PUBLIC SAFETY DEPARTMENT
Set Public Hearing: Amend Chapter 148 of the City Code Entitled “Noise”
Tony Izzo advised other than construction that is necessary to preserve and protect property and if it is
such a nature that it disturbs horses at the Oklahoma Track; noise will be restricted during specific hours.
Commissioner Mathiesen advised this ordinance will be effective April 1 – end of November each year.
Tony Izzo specified that it is limited to outdoor construction.
Discussion and Vote: Authorization for Mayor to Sign Agreement with NYRA for the 2015 Racing Meet
Commissioner Mathiesen advised this is an annual agreement between NYRA and the City for Fire
Department services.
