Amend Chapter 148 of City Code - Noise No comments. PRESENTATION High Rock Springs Drilling Project No comments. City Council Pre-Agenda Meeting August 17, 2015 EXECUTIVE SESSION Mayor Yepsen advised there will be an executive session immediately following the pre-agenda meeting regarding the Article 7 reserves. MAYOR’S DEPARTMENT Presentation: Update on Saratoga Springs Housing Task Force No comments. Set Public Hearing: Revision to City Charter to Transition Civil Service Functions to the County of Saratoga Mayor Yepsen advised this has been under discussion for many years. It is a lot of work for one person to handle. Commissioner Madigan advised she is not in support of this at this time. Mayor Yepsen advised there is a legal calendar that needs to be followed for this change to happen. The first step is a public hearing. Discussion and Vote: Resolution in Support of Saratoga PLAN Grant Application for Pitney Farm No comments. Discussion and Vote: Merit for Review – Saratoga Hospital Planned Unit Development Amendment Referral to Planning Board for Advisory Opinion Matt Jones, attorney for the applicant advised the hospital owns a 3 acre parcel on Myrtle Street and another 16 acres they have the opportunity to purchase. The main purpose is to provide for a medical office building totaling 60,000 – 79,000 square feet. This will bring the staff within walking distance to the hospital. Discussion and Vote: Deferral to Planning Board to SEQRA Lead Agency on Saratoga Hospital Planned Unit Development Amendment Mayor Yepsen advised she feels the City’s Planning Board would be the best to act as lead agency on this project. Announcement: Saratoga County Economic Opportunity Council Food Drive – August 28th No comments. Discussion and Vote: Contract with Direct Energy Commissioner Franck advised this is an annual contract. He will have the rate for the Council tomorrow night. Award of Bid: City United Development Ordinance to Behan Planning and Design No comments. Award of Bid: Woodlawn Avenue Water Main Replacement to Creighton Manning Engineering No comments. Award of Bid: Washington Street Water Main Upgrade to Gallo Construction Corp. No comments. FINANCE DEPARTMENT Discussion: 2015 Requested Budgets No comments. Announcement: Saratoga Spa State Park Dog Park Commissioner Madigan advised the construction on the dog park has started. She will provide an update. Discussion and Vote: Budget Transfers – City Center Contingency No comments. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Transfers – Benefits No comments. Discussion and Vote: Budget Transfers – Interfund No comments. Discussion and Vote: Budget Amendments – Interfund No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Agreement with Creighton Manning Engineering for the Woodlawn Water Main Replacement Project Tim Wales, city engineer, advised this is for the design of the water main upgrade. This is for pipe upgrades on Woodlawn Avenue, Walton Street, VanDam, and a little bit on Greenfield Avenue. This design will result in bidding documents. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign MOU with Bechtel Marine Propulsion Corp. (BMPC) Chief Williams advised this is to formalize an agreement with neighboring communities. They are offering training in radiological in return. Discussion and Vote: Authorization for Mayor to Sign Service Agreement with Hope Janitorial Commissioner Mathiesen stated Hope Janitorial is doing the janitorial services for the Public Safety section of City Hall; Police Department and Public Safety Offices. Commissioner Mathiesen added 3 items to his agenda: Discussion and Vote: Pay Voucher that Falls Under Addendum 2 for Nixon Peabody in the Amount of $2,143 for Dates of Service 5/12/15 – 5/26/16; Discussion: Next Steps for Noise Ordinance; and Discussion: Update on the McTygue, Watkins, FoySuit Against the City Council and the Associated Attorney General Investigation into the Land Transaction. Quarterly Budget Review EXECUTIVE SESSION Page 4 of 5 City Council Pre-Agenda Meeting August 17, 2015 Mayor Yepsen moved and Commissioner Franck seconded to adjourn to executive session at 9:51 a.m. Mayor Yepsen stated this is to discuss Article 7 reserves. Ayes – All Council returned at 10:22 a.m. Mayor Yepsen announced there is nothing to report on the Article 7 updates. There will be a resolution in the future at a City Council meeting.
