CALL TO ORDER
Mayor Yepsen called the meeting to order at 1:32 p.m.
MAYOR’S DEPARTMENT
Mayor Yepsen advised one of her pledges is to be inclusive, accessible, and transparent. She thanked all
the volunteers, her staff, and Council members for working with her in bringing the City to a new level of
excellence.
Mayor Yepsen re-appointed Joseph Ogden as deputy mayor, Vince DeLeonardis as city attorney, Tony
Izzo as assistant city attorney, and Gayle LaSalle as administrative assistant.
Mayor Yepsen stated the public can expect her and her office to take their responsibilities seriously with
thoughtfulness and open ears. They have many key responsibilities as outlined in the City Charter. She
will continue to build important coalitions throughout the City and with other mayors throughout the Capital
Region. She looks forward to working with the entire Council.

ACCOUNTS DEPARTMENT
Commissioner Franck re-appointed Maire Masterson as his deputy.
Commissioner Franck advised it is an honor to serve the City of Saratoga Springs; this is his 6th term. He
commended his fellow Council members on their accomplishments and service to the City. He wished
everyone a Happy New Year.
FINANCE DEPARTMENT
Commissioner Madigan wished everyone a Happy New Year and thanked her family for being there. She
is looking forward to working with the Council the next 2 years.
Commissioner Madigan re-appointed Lynn Bachner as her deputy.
Commissioner Madigan advised the City is in excellent financial health. They will continue to improve the
City’s website with new functionality and create a city-wide app. A majority priority for her and the entire
Finance Department is leading the way to become a “gig” city offering high speed fiber/internet service to
all residents and businesses.
PUBLIC WORKS DEPARTMENT
Commissioner Scirocco thanked everyone for coming today. He re-appointed Tim Cogan as his deputy.
He thanked his wife for her support and advice. He is honored to serve another term. He thanked the
entire Council and Supervisors for stepping up and serving the City.
PUBLIC SAFETY DEPARTMENT
Commissioner Mathiesen re-appointed Eileen Finneran as his deputy. He thanked his family for all their
support and for being there today. Saratoga Springs is a great city to grow up in and raise a family in. We
need to make sure we maintain the quality of life that is the envy of many municipalities. He feels lucky to
be serving another term.
SUPERVISORS
Matthew Veitch
Supervisor Veitch thanked his wife and family for all their support. He congratulated the entire Council and
Supervisor Martin on their re-election. He is happy to be serving with this Council again. Saratoga County
has moved in a direction of more efficiency and better service over the past year. They continue to do
what they can to attract quality high paying jobs for our community to sustain the economic growth and
well-being in this community.
Peter Martin
Supervisor Martin thanked the people of Saratoga for allowing him to serve them another 2 years. There
are many things to be proud of; lowest unemployment rate and tax rate. We shouldn’t be blinded by
success as there are many challenges for 2016. There are growing needs for social services throughout
our County.

There being no further business, Mayor Yepsen adjourned the meeting at 2:19 p.m.
