If found that guns are not stored properly, there will be a $100 fine. Comprehensive Plan Amendment – Institutional Design Prior Location Commissioner Mathiesen stated this will be the last public hearing on this topic and the hearing will be closed. He would like this to be referred o the County Planning Board. City Center Parking Structure No comments. PRESENTATION Commissioner Scirocco will be having Debbie LeBreche do a presentation on his proposal of a theatre district. City Council Pre-Agenda Meeting April 4, 2016 CONSENT AGENDA 1. MAYOR’S DEPARTMENT Discussion and Vote: 2016 Community Development Block Grant Allocations No comments. Discussion and Vote: Approval for the Mayor to Sign the Fair Housing Proclamation Deputy Mayor Joe Ogden stated this is a proclamation in support of fair housing. April is fair housing month. Discussion and Vote: Authorization for Mayor to Sign 3-Way Contract with Saratoga Co. IDA and GPI to Advance Geyser Road Project Brad Birge of the Planning Department advised this is an agreement between the IDA, Greenman Pederson and the City. Billing will be sent directly to Greenman Pederson. The City’s only involvement is overseeing the project. Discussion and Vote: Approval of Sale of City Owned Land to Ryan and Pavla Berry Vince DeLeonardis, city attorney, stated he believed SEQRA has been completed. Tony Izzo, assistant city attorney, advised he will have to find the file and forward the information to the Council. Discussion and Vote: City Council Adoption of a Resolution Authorizing Exemption and Payment in Lieu of Taxes Agreement for Raymond Watkin Apartments Mayor Yepsen advised there are 3 resolutions for the Raymond Watkin Apartments. The next 2 items also relate to the Raymond Watkin Apartments. Discussion and Vote: Authorization for Mayor to Sign Agreement with RW Housing Development Fund Company, Inc. and RW Preservation, LLC in Relation to Payment in Lieu of Taxes Agreement for Raymond Watkin Apartments No comments. Discussion and Vote: City Council Adoption of a Resolution Supporting Application to REDC for Private Activity tax Exempt Bond Allocation for Raymond Watkin Apartments No comments. Page 2 of 5 City Council Pre-Agenda Meeting April 4, 2016 Discussion and Vote: City Council Adoption of a Resolution Regarding the New York Racing Association (NYRA) Mayor Yepsen advised this came from meetings with the Governor’s Office and state legislature. It supports returning NYRA to a non-profit organization. The resolution states we will return NYRA to the non-profit status, reactivate the local advisory board, and we are asking for representation on the new NYRA board from Saratoga Springs. Discussion and Vote: City Council Adoption of a Resolution Supporting Saratoga Lake Protection Improvement District Mayor Yepsen advised she will be proposing a $5,000 contribution. Discussion: High Rock Lot RFP Responders Mayor Yepsen stated RFP responders deserve closure. Set Public Hearing: Zoning Map Amendment to Include 199 and 200 Woodlawn Avenue within the City Historic District No comments. th th Announcement: Update 2016 HUD Regional Summit – April 10 – 11 No comments. Mayor Yepsen advised she is adding an Discussion and Vote: Bauer Appraisal for Crown Royal Property. ACCOUNTS DEPARTMENT Deputy Commissioner Maire Masterson advised 2 items are being added to the Accounts agenda: Announcement: Grievance Class and Award of Bid: Sale of Used Vehicle. FINANCE DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign City Center Parking Structure Leases Commissioner Madigan advised she has been working on this since 2013. Tomorrow will be the second public hearing. She will close the public hearing and ask for a vote. Changes to the lease have been red-lined in the document attached to the agenda. Discussion and Vote: Standard Workday Resolution No comments. Announcement: “Honor a Veteran” Program Commissioner Madigan stated she will be holding a press conference on Wednesday. There will be an opportunity to buy flags with all proceeds go to Saratoga War Horse. Discussion and Vote: Budget Amendments – Benefits No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Renewal Agreement with Mahoney Notify-Plus, Inc. Alarms No comments. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Greenridge Cemetery No comments. Discussion and Vote: Authorization for the Mayor to Sign Agreement Addendum #1 with Schnabel Engineering of New York for the Loughberry Lake Dam Safety Compliance Project Tim Wales advised this is for an engineering assessment. There is a change in the dam and additional work needs to be done as high hazard dam. Discussion and Vote: Authorization for the Mayor to Sign Agreement Addendum #1 with Barton & Loguidice, DPC for the Washington Street Water Main Construction Tim Wales advised the contractor had to take an extra week to complete the project; therefore, Barton& Loguidice were on the job longer. The contract will be reimbursing the City for this. Discussion and Vote: Authorization for the Mayor to Sign Agreement Addendum #1 with Stantec Consulting Services, Inc. for Adams Street No comments. Tim Wales added the following items to Commissioner Scirocco’s agenda: Discussion and Vote: Gallo Construction Change Order - $144,000 Credit; and Discussion and Vote: MOU with Stewart’s Shops. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Agreement with Complus Data Innovations Commissioner Mathiesen advised this will extend the agreement until December 2019. Discussion and Vote: An Ordinance to Amend Chapter 115 of the City Code – Nicholas’ Law No comments. Discussion: Noise Ordinance Page 4 of 5 City Council Pre-Agenda Meeting April 4, 2016 Commissioner Mathiesen stated last year they looked at changing the ordinance for the Oklahoma Track. The existing ordinance deals with this problem. Tony Izzo, assistant city attorney, stated the current noise ordinance is flexible enough to deal with the issue.
