CALL TO ORDER
Mayor Yepsen called the meeting to order at 9:34 a.m.
PUBLIC HEARINGS
Amend City Code Article 225 Sub-Section 225-74 Schedule IX – Prohibit Turns at Intersections
Commissioner Mathiesen explained this relates to the intersection of Ballston Avenue and Hamilton
Street. The amendment is to change the code to prohibit right hand turns from Hamilton Street into
Ballston Avenue.
Zoning Map Amendment to Historic District
Mayor Yepsen advised this will modify the map to include properties located at 199 and 200 Woodlawn
Avenue in the City’s Historic District.
PRESENTATION
2015 Preliminary Year-End Financial Report
Commissioner Madigan stated this is a preliminary report as it has not been audited yet. The auditors will
be here mid May until the end of May.

Appointment: Saratoga Race Course Local Advisory Board
Mayor Yepsen will be appointing 5 people from the City of Saratoga Springs.
Discussion and Vote: Authorization for Mayor to Sign Agreement with GAR Associates for Appraisal of
209 South Broadway
Mayor Yepsen advised the owner of the property would like to donate the property to the City. The only
thing the owner asked is the City pay to have the property appraised.
Discussion and Vote: Authorization for Mayor to Sign an Affiliation Agreement with SUNY Albany for G3
Partnership
Mayor Yepsen stated grad students will work with the city to evaluate how to improve energy efforts.
Announcement: NYS Office of Court Administration – Requested Extension
Mayor Yepsen advised the request for extension has been filed and a response has been received.

Tim Wales, city engineer, stated we needed approximately $200,000 in change orders.
PUBLIC SAFETY DEPARTMENT
Announcement: Public Safety Forum on May 19, 2016 at 7 pm in the City Council Room
Commissioner Mathiesen advised the topic for the forum is vagrancy in the City.
Discussion and Vote: Amend City Code Article 225, Sub-Section 225-74, Schedule IX: Prohibited Turns
at Intersections
Commissioner Mathiesen advised this will prohibit turns of trucks from Ballston Avenue on to Hamilton
Street.
Set Public Hearing: Amend Chapter 118 of the City Code
Commissioner Mathiesen stated he will be setting the hearings for June.
Set Public Hearing: Amend Chapter 222 of the City Code
Commissioner Mathiesen stated he will be setting the hearings for June.
Discussion and Vote: Authorization for Mayor to Sign Agreement with First Light
Commissioner Mathiesen advised this is for fiber optic communication between City Hall Police
Department and the County emergency services building in Ballston Spa.

Supervisor Martin reported he will be reading a statement from Supervisor Veitch into the record.

Supervisor Martin advised he will be providing a report on the seniors and the Office of the Aging.
EXECUTIVE SESSION
Mayor Yepsen moved and Commissioner Mathiesen seconded to move into executive session to
discuss pending litigation regarding the Anderson Group vs. the City of Saratoga Springs,

collective bargaining regarding CSEA retiree benefits, and potential litigation regarding the Weibel
Avenue Landfill at 10:01 a.m.

The Council returned from executive session at 10:51 a.m. As a result of the executive session there will
be 4 resolutions that will be added to the Mayor’s agenda regarding CSEA and the Anderson case.
Mayor Yepsen stated they also added a personnel discussion regarding the resignation of a member of
the firefighter’s union.

Mayor Yepsen adjourned the meeting at 10:53 a.m.
