Mayor Yepsen called the meeting to order at 9:37 a.m.
PUBLIC HEARING
Amend Chapter 165 – Peddling and Vending
Commissioner Franck advised the amendment corrects the code for the T-6 zone.
PRESENTATIONS
1. Parking Task Force Update – Mayor Yepsen advised Harvey Fox and Mike Ingersol will be here
tomorrow to present a report and recommendations.
2. Preservation Foundation 2016 Update – No comments.

Mayor Yepsen advised she may add appointments to the Preservation Foundation and the Design
Review Commission.
Discussion and Vote: Correction Re: 6/21/16 Establishment of a Full Time Civil Service Clerk in the Civil
Service Department Effective June 22, 2016

Discussion and Vote: Authorization for Mayor to Sign Climate Smart Community Grant Application
Excelsior Avenue Greenbelt Downtown Connector
Kate Maynard of the Planning Department advised this funding will assist with creating a blueprint for a
downtown connection. The downtown greenbelt connection looks to connect Congress Park, High Rock
Park, Spring Run Trail and now up and over the Northway. They are looking at improving transportation
for all modes. This grant requires a match of $1.2 million dollars. They are looking to stretch this out over
a number of years.
Commissioner Madigan stated this is a significant match and has not gone through capital budget yet.
Discussion and Vote: Authorization for Mayor to Sign Application for Funding Through New York State
Consolidated Funding Application
Mayor Yepsen advised application needs to be in at the end of this week.
John Hirliman stated this is part of the playground initiative. The total project is $200,000 with $100,000
coming from New York State. This will be applied specifically to Veteran’s Memorial Park.
Commissioner Scirocco stated he has received numerous complaints regarding the playground at
Skidmore.
John Hirliman advised that playground is being addressed through a bid that will be coming forward at the
next Council meeting to be awarded.
Announcement: Keeping the Fizz in the Saratoga’s Bizz
Mayor Yepsen advised this is a program by the Albany Business Review.
Mayor Yepsen added an item to her agenda: Discussion: City Ethics Board Decision.

ACCOUNTS DEPARTMENT
Discussion and Vote: City Archives Records Handling, Researchers and Collection Development Policy
Nancy Wagner Bringing stated this is a part of the grand funded project. A requirement of the State
Archives is to have these policies accepted by the Council. She thanked all involved to bring the policy to
Council.
FINANCE DEPARTMENT
Discussion: Smart City Forum and Showcase – July 14, 2016
Commissioner Madigan advised 200+ people attended. She will provide an update of the forum
tomorrow night.
Discussion and Vote: 2016 Finance Policies and Procedures Update
No comments.
Discussion and Vote: Letter of Intent for Affordable Housing Study
Commissioner Madigan advised the Saratoga Springs Housing Authority asked the City to partner with
them on a market study for affordable housing. The total fee for the study is $7,200 of which the City will
contribute $1,800. She will bring the agreement forward at the next meeting.

Commissioner Madigan added an item to her agenda: Discussion and Vote: Accept Board of Ethics
Findings Regarding the Mayor and Saratoga Hospital.
PUBLIC WORKS DEPARTMENT
Commissioner Scirocco added one item to his agenda: Discussion and Vote: Resolution Regarding
Board of Ethics Decision.
PUBLIC SAFETY DEPARTMENT
Discussion and Vote: Authorization for Mayor to Sign Agreement with Saratoga Springs City School
District
Commissioner Mathiesen advised this is an annual agreement with the school for the resource officer.
The school will pay 65% of the officer’s salary.
Commissioner Mathiesen added the following items as discussions to his agenda: Nelson Avenue Bridge
Over Northway, Police Assaults, Gun Shows, Sidewalk Ordinance, and Short Term Rentals in the City.

with an article 7 settlement at 10:10 a.m.

Commissioner Franck advised he is adding an item to his agenda for Discussion and Vote: Article 7
Settlement for McDonald’s on South Broadway.
