October 3, 2016 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting 9:30 AM PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS STAFF PRESENT: Meg Kelly, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney Peter Martin, Supervisor EXCUSED: Tim Cogan, Deputy Commissioner, DPW Matthew Veitch, Supervisor CALL TO ORDER Mayor Yepsen called the meeting to order at 9:35 a.m. PUBLIC HEARING Time Limit Parking Commissioner Mathiesen advised this is carried over from the last City Council meeting and relates to changing parking to a 3 hour limit on Church Street from Woodlawn to Clinton. They will be taking a vote on this tomorrow night. PRESENTATIONS 1. 2017 Budget - City of Saratoga Springs – no comments. CONSENT AGENDA 1. Approval of 9/19/16 Pre-Agenda Meeting Minutes 2. Approve Warrant: 2016 REG – 16OCT1: $87.20 13. Approve Warrant: 2016 REG – 16OCT2: $677,352.96 No comments. MAYOR’S DEPARTMENT Appointment: Appointment to the Design Review Commission No comments. Appointment: Appointment of Alternate to the Design Review Commission No comments. Discussion and Vote: Approval to Change the City’s Community Development Loan Percentages from 0 – 3% to 2% Below the Prime Rate Cindy Phillips, of the Economic Development Department, stated this program has been in existence since 1990. The rates were set at that time at 0% for low income and 3% for moderate income with a prime rate of 9.5 – 10%. They recently had someone apply for a loan and felt they should lower the rate as prime is now 3.5%. They would like the Council to consider updating the rates to be more in line with current rates - 2% below prime for moderate income. Announcement: Saratoga Springs Heritage Area Visitors Center Recognized by TripAdvisor No comments. Announcement: UDO Update Tina Carton, of the Planning and Economic Development Department, advised the draft diagnostic report th was given at the September 6 meeting. They will be setting up meetings with the commissioners. ACCOUNTS DEPARTMENT Discussion and Vote: New York State Archives Grant Nancy Wagner, of Records Management, advised the City has been awarded another grant in the amount of $30,011 for record storage. This grant is to improve the former voting machine storage room at the DPW garage complex into a record storage room to service the offices of Planning and Economic Development, Building, Community Development, and Engineering. This is a non-matching grant. Announcement: William H. Kelly Award th Commissioner Franck advised he and Nancy Wagner will be going on October 18 to accept the award. The Council congratulated Nancy on this achievement. FINANCE DEPARTMENT Announcement: 2017 Budget Workshops Page 2 of 4 City Council Pre-Agenda Meeting October 3, 2016 th Commissioner Madigan advised of the following dates and time for budget workshops: October 6 at 5 th th th th p.m.; October 12 at 1 p.m.; October 19 at 1 p.m.; October 24 at 1 p.m.; and October 26 if needed. Discussion: City Grant Program for Community Service Organizations Commissioner Madigan advised she is working to establish a program that will provide equitable support to many of the organizations that serve the city – 501(c)3 that reside within the city. Many organizations do not receive support by way of the general operating budget. All local service organizations serving Saratoga Springs residents would be eligible to apply. Discussion and Vote: Authorization for the Mayor to Sign SIEBA HRA Service Amendment 1-2017 Commissioner Madigan advised this is for health insurance reimbursement for retirees. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Transfers – Benefits No comments. Commissioner Madigan added 1 item to her agenda: Discussion and Vote: Budget Transfer – Professional and Legal Services. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign the Renewal Agreement with the Unified Court System Commissioner Scirocco advised this is an annual agreement with the court system. Discussion and Vote: Accept Donation for the Carousel in Congress Park Commissioner Scirocco advised there is a jewel missing from a horse on the carousel. A resident donated the purchase of a jewel to replace the missing jewel. Discussion and Vote: Accept Donation – Message Center from the Saratoga Lake Association Commissioner Scirocco advised they would like to donate a message center to the City for the Waterfront Park. The kiosk/message center will be placed at the base of the steps. Announcement: Update on the CHIPS Paving Program No comments. Discussion and Vote: Approval to Pay Invoice – ProPet Distributors, Inc. Commissioner Scirocco advised they went over the purchase order amount. Discussion and Vote: Approval to Pay Invoice – JJP Slipforming, Inc. Commissioner Scirocco advised they went over the purchase order amount. Set Public Hearing: Amend Chapter 225, Article IX Schedules 225-69 Schedule IV Speed Limits: Outside District Commissioner Mathiesen advised Weibel Avenue is becoming a safety issue. They are proposing to lower the speed limit on Weibel Avenue from 40 mph to 30 mph. Commissioner Mathiesen added an item to his agenda: Announcement: Bike Lanes on North Broadway.
