CALL TO ORDER
Mayor Yepsen called the meeting to order at 9:36 a.m.
PUBLIC HEARINGS
1. 2017 Water and Sewer Rates – Commissioner Scirocco advised there is a slight increase in sewer
rates due to the County raising the City’s rates. There is no water rate increase.
2. Amend City Code Chapter 199A – Special Events – Marilyn Rivers, director of risk and safety,
advised there are 2 changes: application for special events are now to be submitted 60 days prior to
the event or if it is a road race the application is to be submitted 90 days prior to the event.

Law Regarding Geyser Road Trail Project
Vince DeLeonardis, city attorney, advised this is for the completion of the bike/pedestrian trial. This
resolution sets a public hearing and a representative from Greenman-Pedersen will come to explain the
project.
Lisa Ribis, clerk, asked if there are special notification requirements for eminent domain procedures.
Vince advised notification is the same as a regular public hearing.
Discussion and Vote: Approval for Mayor to Sign Collective Bargaining Contract between the City and
Firefighters Local 343, Based on MOA Approved on August 16, 2016
Mayor Yepsen advised the MOA was approved in August.
Discussion and Vote: Draft Complete Streets Plan SEQR Review and Potential Determination

Katy Maynard of the Planning Department advised there were 4 changes suggested from the
departments. She will circulate those changes. They are looking at revised language for the policy. They
expect to bring the policy back at a later date.

EXECUTIVE SESSION
Mayor Yepsen moved and Commissioner Franck seconded to go into executive session to
discuss two matters: one being an employee personnel matter and the second being pending
litigation regarding the Mouzon House at 9:53 a.m.
Ayes – All
Council returned at 10:53 a.m.
Mayor Yepsen stated based upon the personnel matter, they will be adding an item to her agenda.
Vince DeLeonardis, city attorney, advised the added item to the agenda will be a Discussion and Vote:
Accept Resignation of Employee Mike Carlson and to Authorize the Mayor to Execute the Settlement
Agreement between the City and Said Employee.
ADJOURN
Mayor Yepsen adjourned the meeting at 10:54 a.m.
