December 19, 2016 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting 9:30 AM PRESENT: Joanne Yepsen, Mayor John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS (arrived at 9:51 a.m.) STAFF PRESENT: Meg Kelly, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney Peter Martin, Supervisor EXCUSED: Michele Madigan, Commissioner of Finance Tim Cogan, Deputy Commissioner, DPW Matthew Veitch, Supervisor CALL TO ORDER Mayor Yepsen called the meeting to order at 9:36 a.m. PUBLIC HEARINGS 1. 2017 Water and Sewer Rates – Commissioner Scirocco advised there is a slight increase in sewer rates due to the County raising the City’s rates. There is no water rate increase. 2. Amend City Code Chapter 199A – Special Events – Marilyn Rivers, director of risk and safety, advised there are 2 changes: application for special events are now to be submitted 60 days prior to the event or if it is a road race the application is to be submitted 90 days prior to the event. Discussion and Vote: Accept a Donation of a Christmas Tree for the Ice Rink No comments. Announcement: Saratoga Springs Recreation Programs and Leagues No comments. Discussion and Vote: Resolution Setting Date for Public Hearing Pursuant to Eminent Domain Procedure Law Regarding Geyser Road Trail Project Vince DeLeonardis, city attorney, advised this is for the completion of the bike/pedestrian trial. This resolution sets a public hearing and a representative from Greenman-Pedersen will come to explain the project. Lisa Ribis, clerk, asked if there are special notification requirements for eminent domain procedures. Vince advised notification is the same as a regular public hearing. Discussion and Vote: Approval for Mayor to Sign Collective Bargaining Contract between the City and Firefighters Local 343, Based on MOA Approved on August 16, 2016 Mayor Yepsen advised the MOA was approved in August. Discussion and Vote: Draft Complete Streets Plan SEQR Review and Potential Determination Page 2 of 5 City Council Pre-Agenda Meeting December 19, 2016 Katy Maynard of the Planning Department advised there were 4 changes suggested from the departments. She will circulate those changes. They are looking at revised language for the policy. They expect to bring the policy back at a later date. Commissioner Scirocco added an item to his agenda: Announcement: Retirement of Deputy Tim Cogan. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with Art Breault No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with Dr Timothy Brooks No comments. Discussion and Vote: Authorization for Mayor to Sign Agreement with Stryker Deputy Eileen Finneran advised this is for equipment repairs for the engines and trucks. Discussion and Vote: Authorization for Mayor to Sign Change Order #1 with Greenman-Pedersen Deputy Eileen Finneran advised this is for a traffic signal for $1,400. Discussion and Vote: authorization to Pay Orkin Pest Control Invoices for the Fire and Police Stations No comments. Public Health EXECUTIVE SESSION Mayor Yepsen moved and Commissioner Franck seconded to go into executive session to discuss two matters: one being an employee personnel matter and the second being pending litigation regarding the Mouzon House at 9:53 a.m. Ayes – All Council returned at 10:53 a.m. Mayor Yepsen stated based upon the personnel matter, they will be adding an item to her agenda. Vince DeLeonardis, city attorney, advised the added item to the agenda will be a Discussion and Vote: Accept Resignation of Employee Mike Carlson and to Authorize the Mayor to Execute the Settlement Agreement between the City and Said Employee.
