CALL TO ORDER Commissioner Madigan called the meeting to order at 1:03 p.m. PUBLIC COMENT Commissioner Madigan reminded the public and Council that rules have been adopted regarding the public comment period. She reviewed these rules for all. Commissioner Madigan opened the public comment period at 1:04 p.m. John Safford of Saratoga Springs stated he was here to speak to the mayor regarding Judge Doern. He questioned the character of the mayor and her appointment of Francine Vero as the second city court judge. He does not question the character of Ms. Vero. The City paid $12,000 to Ms. Vero’s firm to represent the mayor in ethics of the mayor regarding the hospital expansion project. Jim Doern has proven he cares about the justice and mercy and pursues the underlying causes. Page 2 of 4 City Council Meeting 12/29/16 Commissioner Madigan closed the public comment period at 1:07 p.m. CONSENT AGENDA Commissioner Madigan moved and Commissioner Franck seconded to accept the consent agenda as follows: 1. Approve Budget Amendments (Increases) 2. Approve Budget Transfers - Regular Ayes – All MAYOR’S DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Agreement with City Center for Room Use on January 28, 2017 for the State of the City Address (16-486) Commissioner Franck moved and Commissioner Mathiesen to authorize the mayor to sign an agreement with the City Center for room use on January 28, 2017 for the State of the City Address. Ayes - All Discussion and Vote: Accept Donation of Room Rental Fee from City Center (16-487) Commissioner Franck moved and Commissioner Madigan seconded to accept donation of room rental fee from the City Center in the amount of $475. Ayes - All ACCOUNTS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Agreement with FitzGerald, Morris, Baker & Firth for Article 7 Cases (16-488) Commissioner Franck moved and Commissioner Mathiesen seconded to authorize the mayor to sign the agreement with FitzGerald, Morris, Baker & Firth for an amount not to exceed $18,500; hourly rates will not to exceed $170. Ayes - All Discussion and Vote: Authorization for Mayor to Sign Agreement with Towne, Ryan and Partners, P.C. for Article 7 Cases (16-489) Commissioner Franck moved and Commissioner Mathiesen seconded to authorize the mayor to sign the agreement with Towne, Ryan and Partners, P.C. for an amount not to exceed $18,500; hourly rates will not to exceed $170. Ayes - All FINANCE DEPARTMENT Discussion and Vote: Budget Transfers – Payroll (16-490) Page 3 of 4 City Council Meeting 12/29/16 Commissioner Madigan moved and Commissioner Scirocco seconded to approve the 2016 budget transfers – payroll which were distributed with the agenda. Ayes – All Discussion and Vote: Budget Transfers – Benefits (16-491) Commissioner Madigan moved and Commissioner Mathiesen seconded to approve the 2016 budget transfers – benefits which were distributed with the agenda.
