Amend Capital Budget to Add Funds from the Open Space Bond Act for Crown Oil Property 2. Incidental Costs Associated with Acceptance of Donation of Crown Oil Property 3. Geyser Road Trail EDPL Property Acquisition 4. Capital Budget and Program 2018 – 2023 PRESENATATIONS 1. 2016 Audited Financial Statements: Deputy Commissioner Sharp advised a representative from BST will be here tomorrow to present. 2. Capital Budget and Program 2018 – 2023 EXECUTIVE SESSION 1. Pending litigation regarding One York Street vs. City of Saratoga Springs et al. and Pringle vs. Saratoga Springs Planning Board et al. – Mayor Yepsen advised this will take place tomorrow night. CONSENT AGENDA 1. Approve Budget Amendments – Regular (Increases) 2. Approve Budget Transfers – Regular 3. Approve Payroll 7/21/17 $483,419.43 City Council Pre-Agenda Meeting July 31, 2017 4. Approve Payroll 7/28/17 $506,610.86 5. Approve Warrant: 2017 Mid – 17MWJUL2 $67,119.08 6. Approve Warrant: 2017 – 17AUG1 $382,513.23 No comments. MAYOR’S DEPARTMENT nd Set Public Hearing: Capital Budget 2018 – 2023 (2 Public Hearing) No comments. Set Public Hearing: 2017 Capital Budget Amendment – Ice Rink Rehabilitation No comments. Discussion and Vote: Resolution Authorizing Exemption and Payment-In-Lieu of Taxes Agreement for Intrada Saratoga Springs Affordable Housing Project Brad Birge of the Planning Department advised the motion made at the last meeting excluded language needed. Discussion and Vote: Approval to Utilize $20,000 of Open Space Bond Funds for Associated Expenses Necessary to Accept the Donation of the Crown Oil Property at 209 South Broadway No comments. Discussion and Vote: Amend the 2017 Capital Budget for Associated Expenses Necessary to Accept the Donation of the Crown Oil Property at 209 South Broadway No comments. Proclamation: Sam Aldrich No comments. Mayor Yepsen added an item to her agenda: Discussion and Vote: Property Purchase Agreement with Mr. VanHall. Brad Birge advised this agreement has not been signed off by risk and safety. ACCOUNTS DEPARTMENT Award of Bid: Arts Council Lower Level Air Conditioning and Ventilation to BPI Mechanical, Inc. No comments. Award of Bid: Extension of HVAC Services Bid to BPI Mechanical No comments. Deputy Commissioner Masterson advised Commissioner Madigan will be presenting Commissioner Franck’s agenda tomorrow night. Page 2 of 4 City Council Pre-Agenda Meeting July 31, 2017 FINANCE DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Addendum Two to Time Warner Agreement for City Casino Building Deputy Commissioner Sharp advised this relates to the public WiFi project. Discussion and Vote: Capital Budget Amendment No comments. Discussion and Vote: Budget Transfers – Payroll No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Change Order #1 with August Bohl for the Woodlawn Avenue Water Main Project Tim Wales, city engineer, advised this change order is for the recent work done and to close out the project. Discussion and Vote: Authorization for the Mayor to Sign Addendum #2 with Creighton Manning Engineering for the Woodlawn Avenue Water Main Project Tim Wales advised this addendum is for the addition inspection services the engineer provided. Discussion and Vote: Authorization for the Mayor to Sign Agreement with BPI Mechanical for the Saratoga Arts Council Air Conditioning & Ventilation Project No comments. Discussion and Vote: Sick Bank Request No comments. Commissioner Scirocco advised he is adding one item to his agenda: Discussion: Routine Water Testing Results. Commissioner Scirocco advised during recent routine water testing, elevated levels of lead were found in the water of 7 homes in the City. They are working with the Department of Health on remediation. Brett Johnson of the water treatment plant advised they have increased monitoring to 2 times per year. They are finding this issue is more of a homeowner lack of water usage issue. One homeowner was not living in the house for several months. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Accept Donation from NYRA Commissioner Mathiesen advised NYRA donated $16,000 to help with traffic control costs. Discussion: Appreciation Letter from Canadian Pacific Railway Police Service Page 3 of 4 City Council Pre-Agenda Meeting July 31, 2017 No comments. Discussion: Fire on July 20, 2017 No comments. SUPERVISORS Matthew Veitch 1. National Association of Counties Conference Peter Martin Supervisor Martin advised he is adding an item to his agenda: Airport Facility Lease.
