October 2, 2017 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting 9:30 AM PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS STAFF PRESENT: Meg Kelly, Deputy Mayor Mike Sharp, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney Peter Martin, Supervisor EXCUSED: Frank Coppola, Jr., Deputy Commissioner, DPW Matthew Veitch, Supervisor CALL TO ORDER Mayor Yepsen called the meeting to order at 9:35 a.m. PUBLIC HEARINGS 1. Amend Street Performer Ordinance - Tony Izzo, assistant city attorney advised the change is only in the street performance ordinance – Chapter 205. They are proposing to add a section regarding attire/costuming of street performers. Mayor Yepsen asked if this will be enforceable. Tony Izzo stated it is no more or less enforceable than Chapter 109 which has been on our books for many decades. PRESENTATION 1. 2018 Comprehensive Budget – no comments. 2. Corrective Analysis of Charter Review Commission’s Financial Disclosure Summary – Commissioner Franck advised the financial statement was updated last Thursday and it is still dated September 18, 2017. He found misrepresentations in the document. He received actual numbers from the Finance Department on benefits. The Charter Commission has gone from educate to advocate to legislate. The Commission has stated it will cost $100,000 - $300,000 for the transition but they have not put that in the fiscal analysis. City Council Pre-Agenda Meeting October 2, 2017 CONSENT AGENDA 1. MAYOR’S DEPARTMENT Discussion and Vote: Approval for the Mayor to Sign Amendment to Memorandum of Understanding Mayor Yepsen explained this relates to the property donation on S. Broadway. They are looking to extend the expiration date of the MOU to November 30, 2017. Tina Carton, sustainability coordinator, explained Barton and Loguidice had soil tests done on Friday and a report with results should be available within 10 business days. It looks like there is contamination. Discussion and Vote: Saratoga Springs Recreation Department Donations John Hirliman of the Recreation Department advised Stewarts is donation boxes of cookies/donuts for the Halloween skate and the Recreation Department is receiving $795 from the WGY Christmas Wish. Discussion and Vote: Authorization for the Mayor to Sign Agreement with American Ramp Company John Hirliman explained American Ramp Company is uninstalling and re-installing the skate ramps in conjunction with the asphalt/concrete renovation of the skate park. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Wm. J. Keller & Sons Construction Corp. No comments. Announcement: Saratoga Springs Recreation Programs and Leagues No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with Carousel Systems – City Hall Phone System No comments. Discussion and Vote: Change to Chapter 205 – Street Performers No comments. Discussion and Vote: Correction to Motion Language Re: Community Development Planner Position Approved at CCM 9/19/17 No comments. Page 2 of 5 City Council Pre-Agenda Meeting October 2, 2017 Announcement: 75% Unified Development Ordinance (UDO) Completed No comments. Mayor Yepsen added an item to her agenda: Set Public Hearing: Taxi Ordinance. Marilyn Rivers, director of risk and safety, stated a couple years ago a universal taxi ordinance started to be developed. Our processes were taken for approval and integrated in with insurance requirements. The group adopted the New York City standards. The ordinance allows taxis to go across regions at the same rate. CDTA is asking all municipalities within the Capital District region to approve this universal ordinance. ACCOUNTS DEPARTMENT Award of Bid: Skate Park Asphalt – Concrete Renovations to William J. Keller & Sons Construction Corp. No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Curbing & Sidewalk Agreements Commissioner Scirocco advised there is 1 curb agreement and 3 sidewalk agreements. PUBLIC SAFETY DEPARTMENT Announcement: Bottle Water Sales Outside the Track Commissioner Mathiesen advised there have been problems over the years and he will provide the determination on how they plan to handle this in the future. Set Public Hearing: Amend Chapter 225 of the City Code Article IX Schedules, Subsection 225-93, Schedule XXVIII; Handicapped Parking Zones (B, unlimited) Commissioner Mathiesen stated this is for an additional parking space on W.
