December 4, 2017 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting 9:30 AM PRESENT: Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS STAFF PRESENT: Meg Kelly, Deputy Mayor Mike Sharp, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney Peter Martin, Supervisor EXCUSED: Joanne Yepsen, Mayor Joe O’Neill Matthew Veitch, Supervisor CALL TO ORDER Commissioner Madigan called the meeting to order at 9:34 a.m. PUBLIC HEARINGS 1. Amend Chapter 2.1 of City Charter – Set Salaries for Mayor and Commissioners – Commissioner Mathiesen advised this is to change the salaries of the mayor and commissioners to be a level higher than $14,500 and to add health care to the Charter. Commissioner Madigan advised the public hearing is listed for salaries only so that is all they will be hearing about. 2. Amend Chapter 225 – Time Limit Parking – Commissioner Mathiesen advised this is to limit parking on Beekman Street between Grand Avenue and Elm Street. 3. Amend Chapter 225 – Stop Intersections – Commissioner Mathiesen advised this is for a stop sign on West Circular Street at the intersection of Beekman Street and South Franklin. 4. Amend Chapter 225 – Handicapped Parking Zone 2 Hour Limit – Commissioner Mathiesen advised this is for a handicapped parking space on Division Street near the corner of Railroad Place. 5. Restore NY Application and Property Assessment List – Commissioner Madigan advised this list was posted in the newspaper. The grant request is for $1 million for the Universal Preservation Hall. 6. Entitlement Action Plan – Brad Birge of the Planning Department advised this is to re-allocate the $105,000 for the South Broadway Project. PRESENTATION 1. Discussion and Vote: Entitlement Action Plan Amendment Deputy Meg Kelly advised they were pulling this item from the agenda. Discussion and Vote: Authorization for Mayor to Sign Miller, Mannix Contract Addendum 2 No comments. Discussion and Vote: Authorization to Pay Miller, Mannix Invoices No comments. Discussion and Vote: Authorization for the Mayor to Sign Contract with Greenman-Pedersen, Inc. No comments. Discussion and Vote: Approve Position Upgrade Application – Communications Clerk No comments. Deputy Kelly advised they may add an item regarding the support for Saratoga PLAN’s application for a conservation partnership program grant. Commissioner Madigan advised item #4 is a grant and the City’s match will be in the form of in-kind services. ACCOUNTS DEPARTMENT Award of Bid: Professional Services – Water Treatment Plant Flocculation Tank Equipment Upgrade to Barton and Loguidice No comments. FINANCE DEPARTMENT Discussion and Vote: 2018 Tax Rate Approvals Commissioner Madigan stated the tax rates are based upon the comprehensive budget passed 11/28/17. Discussion and Vote: Restore NY Resolution No comments. Discussion and Vote: 2017 Finance Policies and Procedures Updates Commissioner Madigan advised this is the annual review. The Investment Policy, Fund Balance Policy, Affordable Care Act Policy and Debt Policy require annual review. The revisions are included with the agenda. One new policy was added – Utility Bill Penalty Policy. Discussion and Vote: 2018 City Fees No comments. Discussion and Vote: Assignment for Expenses Associated with “Right Sizing” Appropriations Commissioner Madigan advised this was set up last year and have not been used. Her intention is to renew the assignment to expire next year. Discussion and Vote: Budget Amendments – Assignment Refund of Prior Year Taxes No comments. Discussion and Vote: Budget Transfers – Payroll and Benefits No comments. Page 3 of 5 City Council Pre-Agenda Meeting December 4, 2017 PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Addendum Agreement with Casella Waste Management, Inc. No comments. Discussion and Vote: Approval to Pay Invoice – Adirondack Two-Way Radio, Inc. Commissioner Scirocco stated the amount of the invoice exceeded the allowed amount. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Barton & Loguidice , P.C. for the Water Treatment Plant Flocculation Tank Equipment Upgrade Project Tim Wales, city engineer, explained the motors in the tanks are antiquated. Barton & Loguidice is going to help with the design and bid for construction. Announcement: Excelsior Avenue Main Valve Installation Commissioner Scirocco advised there was a water main break to the 20 inch pipe the day before Thanksgiving. They were able to fix it but a shut off valve needs to be installed and the only company that can do this is in Connecticut. Set Public Hearing: 2018 Water & Sewer Rates Commissioner Scirocco stated there will be an increase in sewer rates due to the County increasing their rates. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Amend Chapter 225 Article IX Schedules Subsection 225-87 Schedule XII: Time Limit Parking Commissioner Mathiesen advised this should be Schedule XXII. Discussion and Vote: Amend Chapter 225 Article IX Schedules Subsection 225-77 Schedule XII: Stop Intersections No comments. Discussion and Vote: Amend Chapter 225 Article IX Schedules Subsection 225-93 Schedule XXVII: Handicapped Parking Zones (A) Two Hour Limit No comments. Discussion and Vote: Authorization for Mayor to Sign Agreement with Axon Commissioner Mathiesen advised Axon will gather information from cameras. Discussion and Vote: Amend Chapter 2.1 of the City Charter to Set Salaries for the Mayor and Commissioner Starting January 1, 2020 No comments.
