An Update on Improving the Safety of Short Term Rentals in the City of Saratoga Springs CONSENT AGENDA 1. Approval of 3/19/18 Pre-Agenda Meeting Minutes 2. Approval of 3/20/18 City Council Meeting Minutes 3. Approve Budget Amendments – Regular (Increases) 4. Approve Budget Transfers - Regular 5. Approve Payroll 3/23/18 $516,865.11 6. Approve Payroll 3/30/18 $494,662.66 7. Approve Warrant 2018 – 18MWMAR2 $104,720.46 8. Approve Warrant 2018 – 18APR1 $635,565.44 No comments. MAYOR’S DEPARTMENT Appointment: Arts Commission Appointments Mayor Kelly advised each commissioner will be appointing one person to the Arts Commission and she will be making the remaining appointments. City Council Pre-Agenda Meeting April 2, 2018 Discussion and Vote: Ann Bullock Reappointment to Housing Authority No comments. Discussion and Vote: Approval to Amend Employee Handbook (#504) Re: Leave for Cancer Screening Miriam Dixon, human resources, explained the screening of prostate cancer was removed and all cancer screenings are now covered. Discussion and Vote: Accept Recreation Department Donations and Sponsors John Hirliman of the Recreation Department advised the list of donations and sponsorships are attached. The donations go back as far as biddy basketball and for Camp Saradac. Discussion and vote: Authorization for the Mayor to Sign Agreement with Saratoga Casino Holdings, LLC John Hirliman advised this is for the spring and fall soccer programs. Discussion and Vote: Facility and Session Rules Updated John Hirliman advised they are bringing back the rules with changes. They removed the Waterfront Park under the general park rules and created its own section. Safety Committee has also reviewed the changes. Announcement: Recreation Programs and Leagues John Hirliman announced all information regarding programs and leagues can be found on the City webpage. Discussion and Vote: Approval of Invoice for Engineer Services to Chazen Engineering in the Amount of $1,500 Mayor Kelly stated this is through the Building Department for review provided. Announcement: April as Parkinson’s Awareness Month No comments. ACCOUNTS DEPARTMENT Commissioner Franck advised he has nothing at this time. FINANCE DEPARTMENT Announcement: Spa Solar Park Performance & Cost Savings Update Commissioner Madigan announced 1.4 million kilowatt hours of electricity has been generated realizing a savings of over $20,000. Discussion and Vote: Authorization for the Mayor to Sign a Municipal Agreement and Membership Letter with the Energy Improvement Corporation (“Energize NY PACE Finance”) No comments. Page 2 of 4 City Council Pre-Agenda Meeting April 2, 2018 Announcement: UPH Restore NY Award Commissioner Madigan advised New York State has awarded $81 million dollars statewide through the Restore New York Program of which Saratoga Springs is receiving $750,000 for the Universal Preservation Hall restoration. The City is on board for contributing $50,000 bringing the total for UPH to $800,000. Discussion and Vote: Resolution for Assistant City Attorney Commissioner Madigan advised this includes clarification of what constitutes a work week and includes dental insurance. Discussion and Vote: 2018 City Fees Amendment Commissioner Madigan advised they are adding fees for the Recreation Department regarding pickleball. Announcement: City of Saratoga Springs IT Infrastructure No comments. Discussion and Vote: Budget Amendment – Benefits No comments. Discussion and Vote: Budget Transfers – Contingency No comments. Discussion and Vote: Budget Transfers – Payroll and Benefits No comments. PUBLIC WORKS DEPARTMENT Discussion and Voter: Authorization for the Mayor to Sign Agreement with Mahoney Notify-Plus, Inc. Alarms Commissioner Scirocco advised this is for the pump stations and ice rink. Announcement: 2017 – 2018 MS4 Annual Report Al Flick of the Engineering Department advised the MS4 program started in 2003. The program allows the City to discharge stormwater into state waters (i.e. Saratoga Lake and Lake Lonely). The intent of the program is prevention of pollution. The report is given annually and will be on the City’s web page. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign a Contract with Motorola, Inc. for the Installation of an Upgraded Radio System for the Use of the Police Department Commissioner Martin advised Motorola will provide the equipment and ongoing maintenance. Pittsfield Communications is the subcontractor that is doing the installation for this project. This contract is being piggybacked off the County’s contract and is in the amount of $925,000. Page 3 of 4 City Council Pre-Agenda Meeting April 2, 2018 Discussion and Vote: Request Permission to Pay a Purchase Order for Fire Truck Equipment Provided by B-Lann Equipment Company, Inc. Commissioner Martin advised this bill is for the purchase of hoses and other equipment for the fire trucks. The total amount is $1,751.42. Commissioner Martin added 1 item to his agenda: Announcement: Code Enforcement Special Prosecutor. This person will be part time at 15 – 20 per week at a rate of $40 per hour.
