SPECIAL CITY COUNCIL MEETING
Sunday, August 19, 2018
The meeting was convened at 12:05 at 31 Church St., Saratoga Springs.
Present: Meg Kelly, Mayor
Michele Madigan, Commissioner of Finance,
Skip Scirocco, Commissioner of Public Works
Peter Martin, Commissioner of Public Safety
John Franck, Commissioner of Accounts
Deputy Commissioners Mike Sharp (Finance), John Daley (Public Safety)

After roll call was taken, Mayor Kelly moved to enter into executive session to discuss
matters that would imperil the public safety if disclosed. Ayes all. Executive session
began at 12:07.
Executive session adjourned at 12:20 and reconvened at 112 South Broadway. Adjourned
at 12:45 and reconvened at 125 High Rock Avenue at 12:55.
Executive session adjourned at 1:10 and reconvened at Mayor’s Office at 1:15.
Executive session concluded at 2:01. Motion by Mayor Kelly to exit executive session.
Seconded by Comm. Franck. Ayes all.
The Council discussed issues resulting from the recent damage to City Hall, its
immediate impact on the public health, safety and welfare, and the effect on the providing
of services to the public. Reports were received by city staff on progress made at
stabilizing the damage, and the possibility of public access to the building at this time.
Safety of employees was discussed. Staff indicated testing was still ongoing and more
results are expected soon. Mayor Kelly noted that the Mayor is the Public Information
Officer pursuant to the City’s Emergency Management Plan.
Mayor Kelly moved to temporarily close city hall offices and transfer operations to the
City Recreation Center, except that the Police Department will continue its operations in
city hall and the Department of Public Works will transfer operations to city facilities on
Van Rensselear Street . Also, that the city will continue to explore operations to rent
additional office space at locations in the city as needed. Seconded by Commissioner
Franck, Ayes all.
Mayor Kelly stated that a press release will be prepared today by numerous staff
members and that city employees will be informed of the plans for relocation.
Determinations will be made as to what staff members will be essential for the immediate
transition.
