October 15, 2018 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting Saratoga Springs City Center 522 Broadway 9:30 AM PRESENT: Meg Kelly, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Peter Martin, Commissioner of DPS STAFF PRESENT: Lisa Shields, Deputy Mayor Mike Sharp, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts John Daley, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney EXCUSED: Joe O’Neill, Deputy Commissioner, DPW Matthew Veitch, Supervisor Tara Gaston, Supervisor CALL TO ORDER Mayor Kelly called the meeting to order at 9:30 a.m. PUBLIC HEARINGS 1. 2019 Comprehensive Budget – Commissioner Madigan advised this is the first of 2 public hearings. She will close this public hearing tomorrow night and will be setting another one. 2. Tait Lane Allen Drive Zoning Amendment – Sue Barden of the Planning Department stated this relates to the expansion of 5 additional parcels to the original petition. PRESENTATION 1. Charter Review Update – no comments. CONSENT AGENDA 1. Approval of 10/1/18 Pre-Agenda Meeting Minutes 2. Approval of 10/2/18 City Council Meeting Minutes 3. Approve Budget Amendments – Regular (Increases) 4. Approve Budget Transfers – Regular 5. Approve Payroll 10/5/18 $545,553.84 6. Approve Payroll M10518 $142.09 7. Approve Payroll 10/12/18 $510,568.64 8. Approve Warrant – 2018 1MW8OCT1 $3,259.02 9. Approve Warrant – 2018 1MW8OCT2 $81,677.36 10. Approve Warrant – 2018 18OCT2 $447,863.39 City Council Pre-Agenda Meeting October 15, 2018 No comments. MAYOR’S DEPARTMENT Appointment: Climate Smart Committee No comments. Discussion and Vote: Authorization for the Mayor to Sign the Saratoga Springs City School District Hold Harmless Agreement and the Request for School Facilities John Hirliman of the Recreation Department explained this is for the biddy basketball program. Mayor Kelly advised she would like to move this to the Consent Agenda. Discussion and Vote: Approval to Pay Invoice – Saratoga Preservation Foundation Mayor Kelly advised the invoice is in the amount of $18,500 for the impact study. The purchase order was carried over to 2018. She would like to move this to the Consent Agenda. Commissioner Madigan advised she does not feel this item should be moved to the Consent Agenda. Discussion and Vote: Letter of Support – Capital District Regional Planning Commission (CDRPC) for NYSERDA Grant Application – Clean Heating and Cooling Community Campaigns Initiative Mayor Kelly advised she will further describe the letter tomorrow night. Discussion and Vote: Consideration of Lead Agency Status for SEQRA Review for 41 – 45 Jefferson Street Subdivision Sue Barden of the Planning Department advised this is a residential subdivision that is currently in front of the Planning Board. One lot is marked to be donated to the Recreation Center. ACCOUNTS DEPARTMENT Discussion and Vote: Authorization to Pay Invoice to LLV Office Concepts, LLC for Recreation Center Commissioner Franck advised this is for the carpeting at the Recreation Center. Award of Bid: Nelson Avenue Drainage Improvements No comments. FINANCE DEPARTMENT Announcement: 2019 Budget Update No comments. Set Public Hearing: 2019 Budget Second Public Hearing on 11/5/18 Commissioner Madigan advised this public hearing will remain open until the vote is taken on the budget. Discussion and Vote: Use of Reserve Resolution – Subdivision Recreation Trust: Bikeshare Program Commissioner Madigan stated the Council passed this in 2016 but nothing was budgeted for it in 2017. She will have more details tomorrow night. Discussion and Vote: Budget Amendment Use of Restricted Fund Balance: Subdivision Recreation Trust and City Center Fund Construction No comments. Discussion and Vote: Budget Transfers – Payroll and Benefits No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Agreement with Trinity Construction, Inc. for the Nelson Avenue Drainage Project Phase V No comments. Discussion and Vote: Authorization for the Mayor to Sign Addendum Two with Stantec Consulting Group for the Nelson Avenue Drainage Project Phase V Tim Wales, city engineer, advised this is to finish the design and construction inspection. PUBLIC SAFETY DEPARTMENT Set Public Hearing: Amend Chapter 225 of the City Code – vehicles & Traffic with Respect to Application of Time Limits for On Street Parking on Both Sides of Maple Avenue from Parking Lot North of City Hall to Parking Lot North of City Center No comments. Announcement: Congratulating Firefighter John Longo on His Retirement No comments. Announcement: Congratulating Wade Collins on His Promotion to Sergeant No comments. Announcement: Welcoming Julian Fonseca to the Code Enforcement Department No comments. Commissioner Martin added an item to his agenda: Update on Saratoga Springs Police Advisory Board. EXECUTIVE SESSION Mayor Kelly moved and Commissioner Martin seconded to adjourn into executive session for the proposed acquisition, sale or lease of real property when publicity would substantially affect he value thereof at 9:40 a.m. Ayes – All The Council returned at 10:03 a.m. Mayor Kelly advised nothing was decided to report to the public. Mayor Kelly advised she will be adding an item to her agenda regarding the change in date for the next City Council meeting. Commissioner Madigan added an item to her agenda regarding a budget transfer from contingency of $25,000 regarding the Planning Department.
