Mayor Kelly called the meeting to order at 9:30 a.m.
PUBLIC HEARINGS
1. 2019 Comprehensive Budget – Commissioner Madigan advised this is the first of 2 public hearings.
She will close this public hearing tomorrow night and will be setting another one.
2. Tait Lane Allen Drive Zoning Amendment – Sue Barden of the Planning Department stated this
relates to the expansion of 5 additional parcels to the original petition.

Discussion and Vote: Authorization for the Mayor to Sign the Saratoga Springs City School District Hold
Harmless Agreement and the Request for School Facilities
John Hirliman of the Recreation Department explained this is for the biddy basketball program.
Mayor Kelly advised she would like to move this to the Consent Agenda.
Discussion and Vote: Approval to Pay Invoice – Saratoga Preservation Foundation
Mayor Kelly advised the invoice is in the amount of $18,500 for the impact study. The purchase order
was carried over to 2018. She would like to move this to the Consent Agenda.
Commissioner Madigan advised she does not feel this item should be moved to the Consent Agenda.
Discussion and Vote: Letter of Support – Capital District Regional Planning Commission (CDRPC) for
NYSERDA Grant Application – Clean Heating and Cooling Community Campaigns Initiative
Mayor Kelly advised she will further describe the letter tomorrow night.
Discussion and Vote: Consideration of Lead Agency Status for SEQRA Review for 41 – 45 Jefferson
Street Subdivision
Sue Barden of the Planning Department advised this is a residential subdivision that is currently in front of
the Planning Board. One lot is marked to be donated to the Recreation Center.
ACCOUNTS DEPARTMENT
Discussion and Vote: Authorization to Pay Invoice to LLV Office Concepts, LLC for Recreation Center
Commissioner Franck advised this is for the carpeting at the Recreation Center.
Award of Bid: Nelson Avenue Drainage Improvements

FINANCE DEPARTMENT
Announcement: 2019 Budget Update

Set Public Hearing: 2019 Budget Second Public Hearing on 11/5/18
Commissioner Madigan advised this public hearing will remain open until the vote is taken on the budget.

Commissioner Madigan stated the Council passed this in 2016 but nothing was budgeted for it in 2017.
She will have more details tomorrow night.

EXECUTIVE SESSION
Mayor Kelly moved and Commissioner Martin seconded to adjourn into executive session for the
proposed acquisition, sale or lease of real property when publicity would substantially affect he
value thereof at 9:40 a.m.

The Council returned at 10:03 a.m. Mayor Kelly advised nothing was decided to report to the public.
Mayor Kelly advised she will be adding an item to her agenda regarding the change in date for the next
City Council meeting.
Commissioner Madigan added an item to her agenda regarding a budget transfer from contingency of
$25,000 regarding the Planning Department.
ADJOURN
Mayor Kelly adjourned the meeting at 10:04 a.m.
