Amend Chapter 118 of the City Code – Inspection of Parking Structures – Commissioner Martin advised they are amended the City Code to reflect new regulations issued by the Secretary of State. Approve Warrant – 2018 18DEC1 $239,378.50 Mayor Kelly requested the name of the minutes in item #1 be changed to City Council Minutes. City Council Pre-Agenda Meeting December 3, 2018 MAYOR’S DEPARTMENT Announcement: Saratoga Solar for All Program (NYSERDA) Lindsay Connors advised this program aims to help the low to moderate income people to gain access to community solar power. If your household income is below 60% of the state medium income, you can subscribe to this and NYSERDA will be paying the subscription fees. Proclamation: Cliff Van Wagner, City Planning Board No comments. Discussion and Vote: Accept Grant Award – Capital District Smart Communities Program Mayor Kelly advised the City is the recipient of a grant in the amount of $15,000 with a $5,000 match. Discussion and Vote: Authorization for Mayor to Sign Addendum #1 with Goldberger and Kremer to Increase the Cap Mayor Kelly advised this firm is responsible for labor and employment issues. Discussion and Vote: Authorization for Mayor to Sign Addendum #2 with Northern Broadcasting, Inc. aka LookTV to Increase Cap Mayor Kelly advised this company has been providing the City with recording services since the lightning strike. Discussion and Vote: Resolution – Authorizing Exemption and Payment In-Lieu of Taxes Agreement for Promenade Saratoga Springs Affordable Housing Project Vince DeLeonardis, city attorney, advised this is for the affordable housing project. The resolution precedes the PILOT agreement. Commissioner Madigan asked if this resolution relates to the one she brought forward a couple months ago. She asked this be looked into. Commissioner Martin asked when the pilot will start. Vince stated they haven’t entered into the agreement yet. Brining the PILOT forward to the Council will trigger the commencement date. Discussion and Vote: Initiate SEQRA Review and Seek Lead Agency Status - Flat Rock Centre Project Vince DeLeonardis advised the next step is to seek lead agency. Discussion and Vote: 2018 Saratoga Springs Housing Authority Salaries No comments. ACCOUNTS DEPARTMENT Set Public Hearing: Liberty Affordably Housing Project, Crescent Avenue Zoning and Comp Plan Amendment No comments. Page 2 of 4 City Council Pre-Agenda Meeting December 3, 2018 Discussion and Vote: Authorization to Pay Invoice #58850 to CPL Commissioner Franck advised this expense has been approved by Travelers Insurance due to lightning strike. He will be moving this item to the Consent Agenda. FINANCE DEPARTMENT Discussion and Vote: 2019 Tax Rate Approvals Commissioner Madigan advised there was a slight adjustment to the tax rate per the 2019 budget approval. The rate is going down insignificantly. The average tax rate is the same as what was presented by the inside and outside rates are slightly different – they increased 0.33% and 0.43% respectively. Discussion and Vote: Authorization for Mayor to Sign Corrected Health Care Plan Rate Renewal No comments. Discussion and Vote: Budget Transfers – Insurance No comments. Discussion and Vote: Budget Amendment – Payroll No comments. Discussion and Vote: Budget Transfers – Payroll No comments. PUBLIC WORKS DEPARTMENT Announcement: Accept Street for Snowplowing Only – Chloe’s Way No comments. Discussion and Vote: Authorization for the Mayor to Sign Agreement Addendum Three with Fitzgerald, Morris, Baker & Firth, PC for the City’s Public Works Landfill Weibel Avenue Commissioner Scirocco advised this has been an on-going legal matter which will now include an eminent domain matter regarding the .32 acres sold in public auction. The current owners refuse to allow the City on the property to do work ordered by the DEC. Commissioner Scirocco added an item to his agenda: Discussion and Vote: Authorization for the Mayor to Sign Change Order #1 with Architectural Collaborative. This is in the amount of $38,500 and will be paid by the City’s insurance company. He moved this item to the Consent Agenda. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign a Contract with Art Breault for EMS Emergency Concept Training Page 3 of 4 City Council Pre-Agenda Meeting December 3, 2018 Commissioner Martin advised this is an annual contract in the amount of $26,750. He will be moving this item to the Consent Agenda. Announcement: Appointment to Climate Smart Task Force No comments. Announcement: Update – Citizens’ Advisory Board First Meeting Commissioner Martin announced the first meeting was held and he will provide an update tomorrow night. Announcement: Retirement Commissioner Martin stated he will make this item the last item on his agenda. He will be announcing the retirement of a member of the Fire Department. Set Public Hearing: To Amend Chapter 225 of the City Code, Vehicles and Traffic, with Respect to Alternate Side Parking on Hyde Street Between Its Intersection with Grand Avenue and Its Intersection with Ash Street Commissioner Martin stated he will be moving this item before the announcement of the retirement.
