March 16, 2020 CITY OF SARATOGA SPRINGS Special City Council Meeting Recreation Center 15 Vanderbilt Avenue PRESENT: Meg Kelly, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts (via phone) Anthony Scirocco, Commissioner of DPW (via phone) Robin Dalton, Commissioner of DPS CALL TO ORDER Mayor Kelly called the meeting to order at 4:22 p.m. COUNCIL DISCUSSION Discussion and Vote – Establishment of Emergency Shelter at 5 Williams Street Mayor Kelly advised the Shelters of Saratoga asked us to help them find more space for their population, which is one of the most at risk populations during this pandemic. They have decided the Senior Center will serve as an Emergency Shelter for the homeless to help prevent the spread of COVID-19. The current lease between the City and the Senior Center allows for using the building as an emergency shelter upon reasonable notice to the Senior Center. Commissioner Scirocco asked if there is a specific time frame of how long the building will be used. Mayor Kelly advised a time frame could not be identified at this time. Mayor Kelly moved and Commissioner Dalton seconded to being using the building at 5 Williams Street for an emergency shelter in accordance with the current lease, and that written notice of the City’s decision to use the premises as an emergency shelter be sent to the Senior Citizens’ Center immediately. Ayes – All Mayor Kelly moved and Commissioner Dalton seconded that the City enter into an agreement with Shelters of Saratoga to allow Shelters to operate an emergency shelter at 5 Williams Street. The agreement shall be made in writing and approved by the City Attorney’s Office and the Office of Risk and Safety. Commissioner Dalton thanked the Senior Center for the partnership during this time.
