Because the minutes are not a verbatim record of the proceedings, the minutes are not a word-for-word transcript. CALL TO ORDER Mayor Kelly called the meeting to order at 6:00 p.m. Mayor Kelly advised this is a special meeting of the City Council for Camiros to present the second draft of the UDO. The public may comment on this draft until November 25, 2020. PRESENTATION Unified Development Ordinance (UDO) Draft 2 Arista Strungys and Chris presented the second draft to the UDO. (A copy of the presentation is attached to the minutes.) Arista Strungys advised anything that is seen with a red-line strikethrough has been deleted from the document. Anything underlined in ‘blue’ has been added to the document. These are things like typos or grammar corrections, numbering corrections, or any changes to the illustrations to match the text changes Page 2 of 3 City Council Meeting 9/17/20 of the document. The biggest goal is the implementation of numerous plans adopted by Saratoga Springs: the comprehensive plan, Complete Streets, the Forest Master Plan, Open Space, the Greenbelt Trail. Camiros updated the uses; the City has a general use approach now, so they really just refined it. Definitions were created for every term in the use table. The biggest change is they eliminated eating and drinking places from being one of the aspects of reuse. Key use changes deleted from this was the cottage court dwelling and the RV park as those don't really take place. It's not a development forum that's desirable in the city right now. They refined multifamily dwelling for those that are residential only and those that are multifamily dwellings above the ground floor. The NC, the UC, the gateway commercial, urban, and rural districts are mixed used districts, looking at ground floor residential as being a special use. One of the biggest changes in draft 2 is how the UR standards, the urban residential districts 1, 2, 3, and 4, have been converted back to kind of what their existing standards are now. The institutional districts have remained pretty much as they are. In the horse track district, they added some interior side and corner side setbacks because those were missing from draft 1.0. They also clarified the seasonal uses that are allowed, and then made some provisions to allow for commercial horse stables through lots that are in the institutional HTR district but not necessarily part of the track or the training facility. They did a few updates on the parking standards. These are linked to the uses. Chris Jennette advised in terms of the zoning map, the good news is that the vast majority of the parcels within the city are really unchanged in this proposed map. The zoning classifications for most of the parcels within the city have either remained in the same district or have been moved into an equivalent district. The intent of those districts remains the same. They worked their way through all of the overlay zoning district maps. These will all be available on the website.
