March 15, 2021 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting 10:00 AM (via Zoom) PRESENT: Meg Kelly, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Robin Dalton, Commissioner of DPS STAFF PRESENT: Lisa Shields, Deputy Mayor Deidre Ladd, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney EXCUSED: Joe O’Neill, Deputy Commissioner, DPW Matthew Veitch, Supervisor Tara Gaston, Supervisor CALL TO ORDER Mayor Kelly called the meeting to order at 10:00 a.m. PUBLIC HEARINGS 1. 2021 Water and Sewer Resolution – Commissioner Scirocco advised they will vote on this tomorrow night. There is no change in the water rates. The sewer rates will have a $4 basic service charge. He will explain more tomorrow night. CONSENT AGENDA 1. City Council Pre-Agenda Meeting 3/15/2021 MAYOR’S DEPARTMENT Discussion and Vote: Annual Salary Approval for the Saratoga Springs Housing Authority No comments. Discussion and Vote: Appointment to Saratoga Springs Housing Authority No comments. Discussion and Vote: Appointment to Civil Service Commission No comments. Appointment: Design Review Commission Alternate No comments. Appointment: Planning Board Alternate No comments. Appointment: Zoning Board No comments. Announcement: 2002 Open Space Plan Update Tina Carton stated the last update to the Open Space Plan was about 20 years ago. The revision will include revising the sections that no longer accurately reflect the character needs and goals of the community. The update will also include criteria for spending of open space bond funds and identify areas for protection, conservation, potential parks, and active and recreational needs. In the next week, a project website will be launched and a community survey will be distributed. Announcement: Woodlawn/Shelters of Saratoga Building Update No comments. Discussion: Police Reform Task Force Vince DeLeonardis, city attorney, stated they will review the plan and determine which of the recommendations the Council will adopt. A resolution will be created for the public to review and we are scheduling a special City Council meeting to adopt this. Commissioner Madigan suggested two meetings so we don’t vote on this the same night as the public hearing. Vince DeLeonardis stated the governor’s order stated the municipality must act by local law or resolution on or before April 1st. Commissioner Madigan stated maybe a workshop would be a better approach. Commissioner Franck asked if the chairs of the Task Force would be available to answer any questions the Council has at the meeting. Commissioner Dalton advised the co-chairs stated they are available to answer any questions. Page 2 of 4 City Council Pre-Agenda Meeting 3/15/2021 Mayor Kelly asked if everyone would be available for an additional City Council meeting on March 23 rd at 7 p.m. There seemed to be consensus of availability. ACCOUNTS DEPARTMENT Award of Bid: Extension of Bid – Laboratory Services to CNA Environmental, LLC No comments. Announcement: Temporary Outdoor Seating No comments. FINANCE DEPARTMENT Update: City Finances No comments. Commissioner Madigan stated she will be adding a separate item to her agenda regarding separate meetings with each department regarding their budget. She asked all to review their budgets to look if there are any areas that were cut too much. She will also be setting a public hearing regarding the NYPA cost recovery contract for streetlights. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with Morbark, LLC for Morbark Wood Hog Tub Grinder No comments. Discussion and Vote: Authorization for Mayor to Sign Intermunicipal Agreement Between the County of Saratoga and City of Saratoga for the Management of Single-Stream Recyclables Collection No comments. Discussion and Vote: Approval to Pay Invoice #014338 to SRI Fire Sprinkler, LLC in the Amount of $5,093.12 for Sprinkler Inspection No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with Pallette Stone Corp. for Asphalt Concrete No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with Pallette Stone Corp. for Crushed Stone No comments. Appointment: The Climate Smart Task Force No comments.
