CALL TO ORDER
Mayor Kelly called the meeting to order at 10:00 a.m.
PUBLIC HEARINGS
1. 2021 Water and Sewer Resolution – Commissioner Scirocco advised they will vote on this tomorrow
night. There is no change in the water rates. The sewer rates will have a $4 basic service charge. He
will explain more tomorrow night.

Announcement: 2002 Open Space Plan Update
Tina Carton stated the last update to the Open Space Plan was about 20 years ago. The revision will
include revising the sections that no longer accurately reflect the character needs and goals of the
community. The update will also include criteria for spending of open space bond funds and identify areas
for protection, conservation, potential parks, and active and recreational needs. In the next week, a project
website will be launched and a community survey will be distributed.

Discussion: Police Reform Task Force
Vince DeLeonardis, city attorney, stated they will review the plan and determine which of the
recommendations the Council will adopt. A resolution will be created for the public to review and we are
scheduling a special City Council meeting to adopt this.
Commissioner Madigan suggested two meetings so we don’t vote on this the same night as the public
hearing.
Vince DeLeonardis stated the governor’s order stated the municipality must act by local law or resolution on
or before April 1st.
Commissioner Madigan stated maybe a workshop would be a better approach.
Commissioner Franck asked if the chairs of the Task Force would be available to answer any questions the
Council has at the meeting.
Commissioner Dalton advised the co-chairs stated they are available to answer any questions.

Mayor Kelly asked if everyone would be available for an additional City Council meeting on March 23 rd at 7
p.m. There seemed to be consensus of availability.

Commissioner Madigan stated she will be adding a separate item to her agenda regarding separate
meetings with each department regarding their budget. She asked all to review their budgets to look if there
are any areas that were cut too much. She will also be setting a public hearing regarding the NYPA cost
recovery contract for streetlights.
