CALL TO ORDER
Mayor Kelly called the meeting to order at 5:00 p.m.
PUBLIC COMMENT
Mayor Kelly opened the public comment period at 5:01 p.m.
Norbert Rawert of Saratoga Springs asked the City Council to not grant the extension and reject the whole
proposal. The mail issue is the expansion of commercial activity in a largely residential area.
Deborah LaCombe of Saratoga Springs stated her property is adjacent to the proposed Stewart’s PUD.
She asked the Council reject this request. Over the years, many requests for a PUD were made and all
were rejected.
Mayor Kelly closed the public comment period at 5:05 p.m.

Mayor Kelly moved and Commissioner Scirocco seconded to approve the consent agenda as
follows:

MAYOR’S DEPARTMENT
Presentation: Community Development Citizen’s Advisory Committee 2021 Community Development Block
Grant Annual Action Plan Recommendations
Rich Ferguson, chair of the Citizen’s Advisory Committee stated they had approximately $298,000 to grant
and over $600,000 in requests. They have held two public meetings. The Committee recommends the
following:
Saratoga Affordable Housing Group – Case Manager - $18,000
Wellspring Shelter Manager - $10,000
Salvation Army iDignity Program - $10,000
Rebuilding Together Saratoga County - $98,386
Saratoga Affordable Housing Group Renovations Allen Drive - $59,000
AIM Services, Inc. Group Home Rehabilitation Hathorn - $23,023
Legal Aid Society of Northeastern New York Right Place Project - $20,625
AIM Services, Inc. Group Home at Doten - $6,400
Community Development Program Administration - $53,000
Mayor Kelly stated the public comment on these recommendations will remain open and can be submitted
through the City’s website.
Set Public Hearing: 2021 Community Development Block Grant Annual Action Plan Recommendations for
April 20, 2021
Mayor Kelly set a public hearing for Tuesday, April 20, 2021 at 6:55 p.m.
Set Public Hearing: Amend the Capital Budget for the Geyser Road Trail
Mayor Kelly set a public hearing for Tuesday, April 20, 2021 at 6:55 p.m.
Discussion and Vote: Authorizing the Mayor to Sign Contract Extension to the NYSERDA Grant – Partially
Funding the Unified Development Ordinance Project (21-105)
Mayor Kelly advised the grant expires March 21, 2021 and with the extension, the new end date is
December 31, 2021.
Mayor Kelly moved and Commissioner Dalton seconded to authorize the mayor to sign a contract
extension to the NYSERDA grant partially funding the Unified Development Ordinance Project.

Discussion and Vote: Request for 60-Day Extension Stewart’s Marion Ave/Maple Dell PUD (21-106)
Mayor Kelly advised this is a request for a 60-day extension for the Planning Board and DRC to provide
advisory opinions.

Mayor Kelly moved and Commissioner Dalton seconded to approve the signing of a 60-day
extension for the Planning Board and DRC to provide an advisory opinion for the Stewart’s Marion
Avenue/Maple Dell PUD.

FINANCE DEPARTMENT
Discussion and Vote: Authorization for Mayor to Sign Addendum Four to Bolton St. Johns Agreement for
Government Relations (21-107)
Commissioner Madigan advised the governor’s budget was released with VLT aid being completely
eliminated for Saratoga Springs. This is to renew the contract for three additional months at the rate of
$1,000 per month, totaling $3,000.
Commissioner Madigan moved and Commissioner Franck seconded to authorize the mayor to sign
addendum four to Bolton St. Johns agreement for government relations as included with the
agenda. This is going to be for three more months at $1,000 per month.

Discussion and Vote: Budget Transfers – Contingency (21-108)
Commissioner Madigan advised the current balance in contingency is $235,985.83 and $227,581.83 will
remain after this transfer.
Commissioner Madigan moved and Commissioner Scirocco seconded to approve the budget
transfers – contingency as included with the agenda.
